i KLE/NFELDER
BngM1t hopk.PIgM1,SOWtim+.
• On October 30, 1997, a meeting was held at Norman's Nursery. The meeting was
attended by Messrs. Dennis Westcott and Rudy Schnagl of the RWQCB, Miss Beverly
Burdick and Mr. Charles Norman of Norman's Nursery, Mr. Skip Purdee of Western
Farm Service, Mr. Mike Hakeem of Hakeem, Ellis and Simonelli, and Messrs. Chris
Johnson and Tony Martin of Kleinfelder. The meeting was held in order to review and
discuss the October 11, 1997 Kleinfelder workplan. Based on the discussion at the
meeting, Kleinfelder's workplan was revised. That revised workplan dated October 31,
1997, was then submitted to all parties for review.
In a November 18, 1997 letter, the RWQCB approved of the October 31, 1997
workplan. Following approval by the RWQCB, the revised workplan was submitted to
the San Joaquin County Public Health Services Department Environmental Health
Division (PHS/EHD) for review. On November 25, 1997, an application for a Well Permit
was submitted to PHS/EHD for approval to drill and install the proposed monitoring
wells. On December 12, 1997, verbal approval of the well permit application was given
by Mr. Ray Borges of PHS/EHD. The implementation of that proposed workplan was
detailed in Kleinfelder's report titled "Fourth Quarter 1997 Ground and Surface Water
• Monitoring..." dated January 28, 1998.
Additional monitoring and pertinent activities are detailed in Kleinfelder's quarterly
monitoring reports for the project. The following summarized conclusions and
recommendations were detailed in said reports:
1. Norman's Nursery is located in a rural area of San Joaquin County, east of the City of
Linden, California. The site is bordered on the north by Potter Creek, on the west by
Escalon Bellota Road, and on the east and south by hills used for cattle grazing. The
nursery property totals approximately 450 acres of land of which approximately 200
acres are used for production of trees and shrubs. Nursery stock is in 1-gallon cans to
large box trees. Approximately 95 percent of the production acreage is drip irrigated.
Irrigation water used on site for nursery production purposes has been injected with a
liquid fertilizer mix.
2. The production area of the nursery exists at an elevation of approximately 125 feet msl.
A survey of the property, including some topography is underway, but was unavailable
by the production date of this report. According to the U.S.G.S. topographic map for the
area, an intermittent stream and numerous drainages appear to flow across the
Norman's Nursery site. According to the U.S.D.A. soil survey for the area, the near-
surface soil on the nursery property and the adjacent Barbagelata orchard is unsuitable
or poorly suited for hardwood trees.
• 3. According to the Fall 1996 Groundwater Report by the San Joaquin Flood Control and
Water Conservation District, groundwater beneath the Norman's Nursery site exists at a
117226.E02/ST012R0696 Page 8 of 43 September 14, 2012
Copyright 2012 Kleinfelder
