BACKGROUND <br /> The RWQCB issued two letters entitled "Complaint Investigation-Norman's Nursery, <br /> Escalon Bellota Road, San Joaquin County," dated September 6, 1996. In summary, <br /> the letter focused on water quality and included the statement that "tailwater discharge <br /> to Potter Creek poses a water quality problem, and we are currently working with the <br /> nursery to correct the situation." Potter Creek has been used for irrigation tailwater <br /> discharge by Norman's Nursery in the past. The creek is located just north of the <br /> Nursery and flows in a westerly direction. Water samples were reportedly collected from <br /> five sampling points including Barbagelata Orchards test pit (tree removal hole), <br /> Norman's Nursery "tailwater," and Potter Creek. The primary analyte of concern <br /> appears to be Nitrate as NO3, which reportedly was over drinking water standards in <br /> four of the five water samples. <br /> During a site visit by Kleinfelder on January 22, 1997 (and subsequent rainfall events), <br /> • "significant amounts of stormwater runoff was flowing down drainages of the hills into <br /> the southeast corner of the nursery property," (documented and photographs taken). <br /> Previous evidence of stormwater runoff was noted from erosion of these drainages. <br /> On September 25, 1997, the Central Valley Office of the State of California RWQCB <br /> issued Monitoring and Reporting Program No. 97-811. That Monitoring and Reporting <br /> Program (MRP) required that surface water and rainfall monitoring begin immediately. <br /> The MRP also required a map of the nursery showing the location of surface water <br /> discharge points and the upstream monitoring location as well as a workplan for the <br /> installation of monitoring wells be submitted by October 30, 1997. The groundwater <br /> monitoring was required to begin by December 1, 1997. <br /> In a document titled "Proposal/Workplan/Cost Estimate, Groundwater Monitoring Well <br /> Installation and Monitoring, Norman's Nursery,...." dated October 11, 1997, Kleinfelder <br /> detailed the proposed monitoring well installation, groundwater monitoring, surface <br /> water monitoring, and rainfall monitoring at Norman's Nursery. <br /> • <br /> 117226.E02/ST012R0696 Page 7 of 43 September 14, 2012 <br /> Copyright 2012 Kleinfelder <br />
