All future building permits for protect <br /> s located within a Special Flood Hazard Area at the time of <br /> permit issuance shall meet the San Joaquin County flood hazard reduction requirements (Title 9, <br /> Chapter 9-1605) and all requirements of the State of California(CCR Title 23)that are in force at <br /> the time of permit issuance. As an example,these requirements may include raising the finish <br /> floor elevation one foot above the expected flood level and/or using flood resistant materials. <br /> 4. ENVIRONMENTA HEALTH DEPARTMENT(Contact Staff:Ted Tasiopoulous, [209]953-7698) <br /> a. An addendum to the soil suitability/nitrate loading study dated June 4, 1999 incorporating the <br /> proposed expansion of the existing religious assembly facility shall be submitted to the <br /> Environmental Health Department,indicating that the area is suitable for septic system usage. The <br /> studies must be approved by the Environmental Health Department prior to issuance of building <br /> permit(s). (San Joaquin County Development Title,Section 9-1105.2(d)). A review fee of$610 must <br /> be paid at time of submittal to the Environmental Health Department. <br /> The sewage disposal system shall comply with the on site sewage standards of San Joaquin County <br /> prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice <br /> or E.P.A. Design Manual for onsite wastewater treatment and disposal system is required for each <br /> parcel. A permit fee of$122 per percolation hole is required. <br /> b. Construct a water well under permit and inspection of the Environmental Health Department prior <br /> to occupancy. Should the number of non-resident individuals exceed 24 for at least 60 days per <br /> year, or the number of service connections exceed four, a yearly permit to operate a public water <br /> system will be required by the Environmental Health Department(San Joaquin County <br /> Development Title, Section 9-1120.2 and 9-1115.9.). <br /> The supplier must possess adequate financial, managerial, and technical capability to assure <br /> delivery of pure, wholesome, and potable drinking water in accordance with San Joaquin County <br /> Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, and Health and Safety <br /> Code, Section 116525 through 116570. <br /> NOTE: <br /> Applicant shall contact Adrienne Ellsaesser, Lead Senior Registered Environmental Health <br /> Specialist, at (209) 468-0343,to determine if the existing well can be permitted as a public water <br /> system prior to final occupancy. <br /> c. Submit a site plan or map to the Environmental Health Department showing sewage and well <br /> information that clearly delineates the proposed location(s) including the single family residences. <br /> In addition,show on revised plans that the leach field area will be barricaded so it cannot be <br /> driven over, parked on, or used as a storage area. This leach field must be used for that specific <br /> purpose only, and it cannot contain any underground utility lines, as per ordinance requirements <br /> (San Joaquin County Development Title, Section 9-1110.4(c)(5)), <br /> In addition,the revised site plan shall incorporate the 50%-100%designed sewage disposal <br /> replacement areas for both single family residences and the religious assembly facility. <br /> d. Construction of an individual sewage disposal system(s) under permit and inspection by the <br /> Environmental Health Department is required at the time of development(San Joaquin County <br /> Development Title, Section 9-1110.3&9-1110.4). <br /> e. Any geotechnical drilling shall be conducted under permit and Inspection by The Environmental <br /> Health Department(San Joaquin County Development Title, Section 9-1115.3 and 9-1115.6). <br /> Conditions of Approval -5- <br />
