Analysis <br /> Background <br /> On October 31, 1994, Site Approval No. SA-94-0040 was approved for the parking of two trucks and four <br /> trailers. <br /> Cn January 9, 1997, Use P::rmit No. UP-90-COC6 w.;.; ncproved by ;he Planning Commission for a 170 <br /> person neighborhood church including the construction of a 3,200 square foot church and a 1,000 square <br /> foot building for a kitchen and restroom facility. The existing residence will be used by the priest. Day care <br /> or child care is not permitted. <br /> On August 20, 1998, a one-year Time Extension for Use Permit No. UP-96-0006 was approved by the <br /> Planning Commission. <br /> On April 19, 2001, a Revision of Approved Actions for Use Permit Application No. UP-96-0006 was <br /> approved by the Planning Commission for the parking of two trucks as an accessory use to the existing <br /> religious assembly. No overnight parking is permitted. <br /> On October 5, 2009, Merger Application No. PA-0900228 was approved to voluntarily merge parcels 209- <br /> 190-14 and 209-190-16. <br /> Operations <br /> Prayer services are held on Sundays,Wednesdays, and Saturdays. Sunday services are held from 9:00 am to <br /> 1:00 pm with an expected attendance of 800 people, Wednesday and Saturday services are held from 5:00 pm <br /> to 7:30 pm, in the winter, and 6:00 pm to 8:30 pm, in the summer, with an expected attendance of 200 to 400 <br /> members at each service. ... <br /> The facility will host four outdoor special events throughout the year. The Hola Monalia (Festival of Colors) is <br /> held on the first Sunday of March from 7:00 am to 12:00 pm, the Third Sikh Holocaust is held on the first Sunday <br /> of June from 7:00 am to 2:00 pm, the Diwali (Festival of Lights) is held on the first new moon night at the end of <br /> October or be of November from 7:00 prn to 12:00 am, and the New Years Eve celebration is held on <br /> December 31 from 7:00 pm to 12:30 am. All events have an approximate attendance of 800 people. There are <br /> no outdoor speakers or amplified music at any events. <br /> The total number of parking spaces will be three hundred ninety-one (391), there are currently eighty-0ne (81) <br /> parking spaces and an additional three hundred ten (310) parking spaces are being proposed. This meets the <br /> minimum required number of parking spaces of three hundred sixty-four(364). <br /> The two existing residences will be used by religious elders. <br /> Neighborhood Opposition <br /> The Community Development Department received three (3) letters of opposition from surrounding neighbors <br /> and one(1) letter of opposition from the San Joaquin Farm Bureau Federation. The letters expressed concerns <br /> regarding noise, utilities,architecture of the facility, land use,traffic,number of members,and truck parking. <br /> Noise: Some neighbors expressed concerns regarding the project's impact on noise to surrounding <br /> properties.
