The Initial Study prepared for this <br /> project found no potentially significant environmental impacts regarding Noise and the project will be <br /> required to adhere to the standards of the Development Title for stationary noise sources.There are no <br /> outdoor speakers proposed with this project. <br /> Utilities: Neighbors and the Farm Bureau expressed concerns regarding the impact a religious assembly will <br /> have on the area septic systems and water table. Prior to issuance of building permits,the Environmental Health <br /> Department is requiring a soil suitability/nitrate loading study indicating the area is suitable for septic system <br /> usage. As a Condition of Approval,the Environmental Health Department is requiring a yearly permit to operate <br /> a public water system should the number of non-resident individuals exceed 24 for at least 60 days per year or if <br /> the number of service connections exceed four. <br /> Architecture of the facilities: Neighbors expressed concerns regarding the architectural design of the facility. <br /> The San Joaquin County does not have an architectural review as part of the land use permit or building permit <br /> process for this type of use or for this area. <br /> Land use: Neighbors and the Farm Bureau expressed concerns regarding existing agricultural activities on the <br /> surrounding parcels. This project conforms with the current zoning of AG-40 (General Agriculture, 40-acre <br /> minimum) and the General Plan designation of A/G (General Agriculture). The proposed use may be <br /> conditionally permitted in the AG40 zone with an approved Use Permit application. The surrounding uses are <br /> residential and agricultural. The proposed buildings are approximately one hundred seventy-three (173) feet <br /> from the east property line, two hundred fifty-one (251)feet from the west property line, and seven hundred fifty- <br /> five(755)feet from the north property line. <br /> Traffic: As part of the review of the proposed project the Department of Public Works determined a traffic study <br /> was required. The traffic study was prepared on July 25,2011, by TJKM. The traffic study recommended <br /> five mitigation measures to reduce the impact to the existing roads by the proposed project: <br /> Mitigation 1: Provide an overflow parking lot that can accommodate 100 additional parking spots for <br /> occasional high parking demand. The overflow parking lot shall at a minimum be graded soil that will <br /> accommodate storm drainage runoff. <br /> Mitigation 2: Construct a 580 foot long eastbound left-turn land on W. Grant Line Road approaching <br /> the main project entry. <br /> Mitigation 3: Construct a two-way left-turn lane on W. Grant Line Road extending easterly from the <br /> project's main entrance and continuing 450 feet easterly from the east entrance. <br /> Mitigation 4: Construct a westbound right-turn lane from the west entrance and continuing 100 feet <br /> easterly from the east entrance. <br /> Mitigation 5: Stripe and sign the west entrance access to indicate the following movements are <br /> allowed: <br /> Right in <br /> Right out <br /> The Department of Public Works included these mitigation measures as recommended Conditions of Approval to <br /> mitigate for traffic impacts. These Conditions of Approval will ensure the impact from traffic will be less than <br /> significant. <br /> Number of members: Neighbors expressed concerns with the increase in membership to allow for 800 <br /> member and the ultimate plan for the facility.
