Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare, or be <br /> injurious to the property or improvements of adjacent properties. <br /> • This Finding can be made because the Initial Study prepared for the project includes <br /> mitigation measures to reduce potentially significant environmental impacts. Mitigation <br /> measures from the traffic study conducted by TJKM dated July 25,2011, will be <br /> incorporated into the Conditions of Approval to ensure any impacts to traffic are less than <br /> significant. These mitigation measures include providing an on site overflow parking lot, <br /> constructing 3ast and west bound turn lanes, and signane and striping to allow only right <br /> in and right out access to the project. Outdoor events shall comply with the noise <br /> performance standards for stationary noise to assure any impacts are less than <br /> significant. <br /> 5. The use is compatible with adjoining land uses. <br /> • This Finding can be made because the proposed use will not interfere with nor alter the <br /> current land uses on adjacent properties. The surrounding uses are residential and <br /> agricultural. <br /> Conditions <br /> Use Permit Application No. PA-1000217 was approved by the Planning Commission on. BUILDING PERMIT: Submit an "APPLICATION-COMMERCIAL BUILDING PERMIT". The Site <br /> Plan required as a part of the building permit must be prepared by a registered civil engineer or <br /> licensed architect. This Plan must show drainage, driveway access details including gates, on-site <br /> parking, landscaping, signs, existing and proposed utility services, and grading (refer to the "SITE <br /> PLAN CHECK LIST' for details). A fee is required for the Site Plan review. (Development Title <br /> Section 9-884) <br /> b. APPROVED USE: This approval is to expand an existing 170 member Neighborhood Religious <br /> Assembly Facility to an 800 member Regional Religious Assembly Facility in two phases as shown <br /> on the revised site plan dated August 23, 2011. Phase One is the construction of a 19,940 square <br /> foot two-story assembly hall, a 2,300 square foot one-story restroom building, and parking area. <br /> Phase Two, building permits to be issued within 36 months, is the construction of a 14,750 square <br /> foot two-story kitchen, dining, and retreat building. The permit also includes four Special Events. <br /> (Use Type: Religious Assembly-Regional). This approval will supersede UP-96-0006- <br /> c. CAPITAL FACILITY FEE: This project may be subject to the Capital Facility Fee. If the Capital <br /> Facility Fee is applicable, the County shall collect the fees before the issuance of any building <br /> permits.
