The frontage improvements for Grant Line Road shall be constructed in conformance with the <br /> standards for one-half of a fifty-foot wide right of way rural road as shown on San Joaquin County <br /> Standards Drawing No. R-3 and also include mitigations as detailed below. All improvements <br /> shall be in conformance with the current Improvement Standards and Specifications of the <br /> County of San Joaquin. The improvement plans and specifications are subject to plan check and <br /> Feld inspection fees.The improvements must be completed prior to issuance of the certificate of <br /> occupancy for phase one of the project. (Development Title Section 9-1150.2) <br /> 1) Provide an overflow parking lot that can accommodate 100 additional parking spots for <br /> occasional high parking demand. The overflow parking lot shall at a minimum be graded soil <br /> that will accommodate storm drainage runoff. <br /> 2) Construct a 580 foot long eastbound left-turn lane on W. Grant Line Road approaching the <br /> main project entry. <br /> 3) Construct a two-way left-turn lane on W. Grant Line Road extending easterly from the <br /> project's main entrance and continuing 450 feet easterly from the east entrance. <br /> 4) Construct a westbound right-turn lane from the west entrance and continuing 100 feet <br /> easterly from the east entrance. <br /> 5) Stripe and sign the west entrance access to indicate the following movements are allowed: <br /> a. Right in. <br /> b. Right out. <br /> e. The site shall be designed to contain the storm water runoff on site and to prevent offsite <br /> sediment transport. Provide drainage facilities for both phases of the project and meet the <br /> requirements of San Joaquin County Development Standards to prevent the increased runoff <br /> release rate of storm water from discharging onto other properties. Retention basins shall be <br /> fenced with six(6)foot high chain link fence or equal when the maximum design depth is 18 <br /> inches or more. Required retention basin capacity shall be calculated by a registered civil <br /> engineer, licensed contractor or licensed architect prior to release of the building permit for both <br /> phases of the project. Additionally, the Final Site Plan shall show the on-site drainage pattern. <br /> (Development Title Section 9-1135) <br /> f. The Traffic Impact Mitigation Fee shall be required for both phases of the project. The fee is due <br /> and payable at the time of building permit application. The fee will be based on the current <br /> schedule at the time of payment. The fee shall be automatically adjusted July 1 of each year by <br /> the Engineering Construction Cost Index as published by the Engineering News Record. <br /> (Resolutions R-00-433) <br /> g. The Regional Transportation Impact Fee shall be required for both phases of the project. The fee <br /> is due and payable at the time of building permit application. The fee will be based on the <br /> current schedule at the time of payment. (Resolution R-06-38) <br /> h.
