4. ENVIRONMENTAL HEALTH DEPARMTENT (Staff contact: Ted Tasiopoulos, (209) 953-7698) <br /> a. An addendum to the soil suitability / nitrate loading study dated June 4, 1999 incorporation the <br /> proposed expansion of the existing religious assembly facility shall be submitted to the <br /> Environmental health Department, indicating that the area is suitable for septic system usage. <br /> The studies must be approved by the Environmental Health Department prior to the issuance of <br /> building_permits San Joaquin County Development Title Section 0-1105 2_(d))._A review-fee of <br /> $650 must be paid at time of submittal to the Environmental Health Department. <br /> The sewage disposal system shall comply with the on site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic <br /> tank practice or E.P.A. Design Manual for onsite wastewater treatment and disposal system is <br /> required for each parcel. A permit fee of$130 per percolation hole is required. <br /> b. A Small Public Water System (SPWS) permit amendment to operate a public water system will <br /> be required by the Environmental Health Department prior to issuance of building permit (San <br /> Joaquin County Development Title, Section 9-1120.2 and 9-1115.9.). <br /> The supplier must possess adequate financial, managerial, and technical capability to assure <br /> delivery of pure, wholesome, and potable drinking water in accordance with San Joaquin County <br /> Development Title, Sections 9-1120.2 and 9-1115.9 and C.C.R., Title 22, and Health and Safety <br /> Code, Section 116525 through 116570. <br /> NOTE: Applicant shall contact Frank Girardi, Lead Senior Registered Environmental Health <br /> Specialist, at(209) 953-7868 for a SPWS permit amendment application. <br /> c. Submit a site plan or map to the Environmental Health Department showing sewage and well <br /> information that clearly delineates the proposed location(s) including the single family residences. <br /> In addition, show on revised plans that the leach field area will be barricaded so it cannot be <br /> driven over, parked on, or used as a storage area. This leach field must be used for that specific <br /> purpose only, and it cannot contain any underground utility lines, as perordinance requirements <br /> (San Joaquin County Development Title, Section 9-1110.4(c)(5)). <br /> In addition, the revised site plan shall incorporate the 50%-100% designed sewage disposal <br /> replacement areas for both single family residences and the religious assembly facility. <br /> d. Construction of an individual sewage disposal system(s) under permit and inspection by the <br /> Environmental Health Department is required at the time of development (San Joaquin County <br /> Development Title, Section 9-1110.3 and 9-1110.4). <br /> e. Any geotechnical drilling shall be conducted under permit and inspection by the Environmental <br /> Health Department(San Joaquin County Development Title, Section 9-1115.3 and 9-1115.6). <br /> 5. COUNCIL OF GOVERNMENTS (Staff contact: Laurel Boyd, [209] 235-0600) <br /> a. This project is subject to the San Joaquin County Multi-Species Habitat Conservation and Open <br /> Space Plan (SJMSCP). This can be up to a 90-day process and it is recommended that the <br /> project applicant contact SJMSCP staff as early as possible.
