Study/Mitigated Negative Declaration for a use permit application to expand the existing <br /> LODI, religious assembly facility from a maximum of 170 to 700 members in 2 phases north of Grant <br /> MANTECA, Line Road and east of Hansen Road (16215 West Grant Road,Tracy(APN: 209-190-33)). Phase 1 <br /> eIPON <br /> CKTO includes construction of a 31,638 square foot multi-purpose assembl hall for educational <br /> srocKroN, QY <br /> TRACY. program and recreational-activities and conversion of an existing 6,150 square foot agricultural <br /> AND building into a storage bJailding. Phase 2 includes the construction of a 20,555 square foot social <br /> THE COUNTY OF <br /> SAN JOAQUIN hall with a kitchen, dining area, and retreat area. <br /> CONGESTION MANAGEMENT AGENCY'S REVIEW <br /> SJCOG adopted the 2016 Update to the Regional Congestion Management Program (RCMP) <br /> (http://www.sicog-rcmp.o7g/ literature 231152/2016 RCMP Update Adopted Report) on <br /> March 24, 2016). Chapter 6 of the RCMP describes the updated Land Use Analysis Program, <br /> including Tier 1 and Tier 2 review/analysis requirements, analysis methods, impact significance <br /> criteria,and mitigation. <br /> This project will fall under Tier 2 Review because of the Average Daily 2-Way Volume trip <br /> generation associates with the proposed land use. The trip generation was determined to be <br /> greaterthan 500 total daily trips during the average weekend. <br /> The following question received an answer of"yes." <br /> Will the project generate significant traffic volumes and/or make a significant <br /> contribution to an existing circulation problem? <br /> In addition,the mitigated negative declaration states 'The Department of Public Works required <br /> a traffic study for a previous application PA-1000217(UP) (to expand the religious assembly to <br /> 800 members)and a technical memorandum to update the traffic studyfor the current proposed <br /> project. <br /> SJCOG requests to receive this traffic study and technical memorandum referenced in the <br /> IS/MND, as well as further information regarding which roadways or transportation facilities <br /> 1Page <br />
