SJCOG notes that this information was not included in the <br /> IS/MND.The projectsite is located approximately one mile from Byron Road,which was added to the RCMP <br /> network in 2016 in consultation with the County and the City of Tracy. <br /> SJCOG requests that the County provide SJCOG an analysis of potential transportation impacts on Byron <br /> Road and any other nearby RCMP facilities, whether in the existing traffic study if already included or in a <br /> follow-up technical memorandum if it was not already included.The analysis should address whetherthere <br /> are significant impacts per the adopted RCMP impact threshold. <br /> A proposed development will have a significant impact to the RCMP network if any one of the following <br /> criteria is met during the AM or PM peak hours: <br /> 1. For any RCMP roadway or intersection currently operating or expected to operate at LOS Dorbetter <br /> under No Project conditions,the project-added traffic results in LOS E or F operating conditions <br /> 2. For RCMP intersections or roadways currently operating or expected to operate at LOSE or F <br /> under No Project conditions,the project results in increases to: <br /> a. average delay by 4 seconds or more; or, <br /> b. the volume-to-capacity(v/c) ratio by 1.0 or more <br /> If any RCMP impacts are found, SJCOG will monitor the status of these mitigation measures, until <br /> completion. <br /> AIRPORT LAND USE COMMISION'S REVIEW <br /> This project is not located within any airport influence area;thus, an ALUC review is not required. <br /> SJCOG would like to provide standards and project design conditions that comply with the Airport Land Use <br /> Compatibility Plan as a reference guide. <br /> 1. New land uses that may cause visual, electronic, or increased bird strike hazards to aircraft in flight <br /> shall not be permitted within any airport's influence area. Specific characteristics to be avoided <br /> include: <br /> a. Glare or distracting lights which could be mistaken for airport lights. Reflective materials <br /> are not permitted to be used in structures or signs(excluding traffic directing signs). <br /> b. Sources of dust,steam, or smoke which may impair pilot visibility. <br /> c. Sources of electrical interference with aircraft communications or navigation. No <br /> transmissions which would interfere with aircraft radio communications or navigational <br /> signals are permitted. <br /> d. Occupied structures must be soundproofed to reduce interior noise to 4S decibel(dB) <br /> according to State guidelines. <br /> e. Within the airport's influence area,ALUC review is required for any proposed object taller <br /> than 100 feet above ground level (AGL). <br /> 2. Regardless of location within San Joaquin County, ALUC review is required in addition to Federal <br /> Aviation Administration (FAA) notification in accordance with Code of Federal Regulations, Part 77, <br /> (httPs:Hoeaaa.faa.gov/oeaaa/external/portal.jsp) for any proposal for construction or alteration <br /> 21Page <br />
