v <br /> Analysis <br /> Background <br /> On November 11, 2016, the Planning Commission approved Use Permit application No. PA-1600026 for <br /> the expansion of an existing 13,495 square foot religious assembly facility from a maximum of 170 members <br /> to a maximum of 700 members to be completed in two (2) phases over three (3) years. Phase One includes <br /> the construction of a 23,700 square foot multi-purpose assembly hall for education programs and recreational <br /> activities, a 250 square foot well house, a 600 square foot structure to house fire tanks, and conversion of an <br /> existing 6,150 square foot agricultural building into a storage building. Phase Two includes the construction of <br /> a 20,500 square foot social hall with a kitchen, dining area, and retreat area. (Use Type: Religious Assembly- <br /> Regional)The expiration date of the project was June 2,2018. <br /> On May 22, 2018 the applicant filed a one-year Time Extension application. <br /> The Environmental Health Department submitted updated comments on the project. However, the proposed <br /> Time Extension does not change any other previously approved Conditions of Approval and the approval of the <br /> Time Extension application is consistent with the requirements of the Development Title. If this Time Extension <br /> application is approved, the new expiration date for Phase One will be June 2, 2019. Phase Two will also be <br /> extended by one year. <br /> San Joaquin Farm Bureau <br /> The Farm Bureau submitted a letter dated July 30, 3018 stating concerns regarding truck parking, traffic, <br /> and impacts to adjacent agricultural uses. A minimum of two (2) truck parking spaces were required to <br /> be provided as a previous Condition of Approval for the religious assembly, and are included in the <br /> recommended Conditions of Approval. There is also an approved agricultural truck parking operation on- <br /> site (SA-94-0040), which was approved for a maximum of two (2) trucks and four (4) trailers. All project <br /> parking is required to be located on-site. <br /> In addition, the Department of Public Works required a traffic study for the previous expansion project that <br /> expired (PA-1000217) and a technical memorandum to update the traffic study for the expansion project <br /> (PA-1600026). As a result, several mitigation measures were included in the previously approved <br /> Conditions of Approval to reduce the potential impacts to the existing roads by the proposed project to <br /> less than significant levels, and are included in the Staff Report as recommended Conditions of Approval <br /> for the Time Extension. These recommendations include a requirement to provide overflow parking, as <br /> well as turn lanes, striping, and signage for project access. In addition, the Department of Public Works <br /> has addressed traffic concerns with a traffic study and corresponding technical memorandum. <br /> As for the impact to adjacent agricultural uses, the Religious Assembly — Regional use type may be <br /> conditionally permitted in the AG-40 (General Agriculture with a 40-acre minimum)zone with an approved <br /> Use Permit application. In addition, the project site is subject to the San Joaquin County Right-To-Farm <br /> Ordinance (Section 6-9004(3)), which recognizes and supports the right to farm agricultural lands in a <br /> manner consistent with accepted customs, practices, and standards. Residents of property on or near <br /> agricultural land should accept the inconveniences or discomforts associated with agricultural operations <br /> or activities, including but not limited to noise, odors, insects, fumes, dust or the operation of machinery <br /> during any 24-hour period. San Joaquin County has determined that inconveniences or discomforts <br /> associated with such agricultural operations or activities shall not be considered a nuisance. <br /> Neighborhood Opposition <br /> The Community Development Department received one (1) letter in opposition to the time extension from <br /> San Joaquin County PA-1600026/Singh <br /> Community Development Page 4 <br />
