The letter of opposition cited concerns regarding traffic, garbage, and water service. <br /> Traffic: The neighborhood opposition raised concerns that project traffic may create congestion along W. <br /> Grant Line Road at the access driveway and that truck trailers parked along the road in front of the project <br /> site may also distract drivers. <br /> As noted above, the Department of Public Works has addressed traffic concerns with a traffic study and <br /> corresponding technical memorandum and the project site is approved for both agricultural truck parking for <br /> two (2) trucks and four (4) trailers, as well as daytime parking of two (2) additional trucks as a part of the <br /> religious assembly. <br /> With the recommended Conditions of Approval for traffic-related mitigation measures and required parking; <br /> traffic impacts are expected to be less than significant. <br /> Garbage: The opposition letters cite concerns related to a plan for handling garbage and recycling from the <br /> project site. Garbage and recycling service is provided by Tracy Delta Solid Waste Management, Inc., and <br /> the site plan depicts a proposed trash enclosure towards the rear of the proiect area. If the project is <br /> approved and garbage is not disposed of properly, complaints would be directed-to Code Enforcement. <br /> Water Service: The opposition letters cite concerns related to water well use and current excavations. The <br /> Environmental Health Department is requiring a Small Public Water System permit addendum to operate a <br /> public water system as a recommended Condition of Approval. The supplier must possess adequate <br /> financial, managerial, and technical capability to assure delivery of pure, wholesome, and potable drinking <br /> water in accordance with Development Title and the Health and Safety code requirements. The permit <br /> addendum must be submitted to the Environmental Health Department prior to issuance of a certificate of <br /> final occupancy, and the Environmentai_Health Department will determine the feasibility of the Small Pubic <br /> Water System. <br /> Additionally, the Environmental Health Department has confirmed that there are two (2) existing wells on- <br /> site and that the excavations noted by the opposition are not related to digging for water wells. A grading <br /> permit (BP-1700226) was issued for the religious assembly expansion prior to the project expiration date. <br /> The subject application is a Time Extension request to permit the religious assembly additional time to <br /> obtain building permits to complete the expansion. <br /> San Joaquin County PA-1600026/Singh <br /> Community Development Page 5 <br />
