Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve a one-year Time Extension application for previously approved Use Permit application <br /> No. PA-1600026 with the previously approved Findings and previously approved Conditions of <br /> Approval with the updated Environmental Health Department conditions contained in the Staff <br /> Report. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan <br /> adopted b;,the County. <br /> • This Finding can be made because the expansion of a Religious Assembly — Regional <br /> use type may be conditionally permitted in the AG-40 (General Agriculture with a 40-acre <br /> minimum) zone with an approved Use Permit application. The project site has a General <br /> Plan designation of AIG (General Agriculture), and the AG-40 zone is an implementing <br /> zone for this designation. The proposed religious assembly expansion is consistent <br /> with the goals, policies, standards, and maps of the General Plan, and there are no <br /> Master Plans or Special Purpose Plan applicable to this site. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This Finding can be made because the project is already served by an on-site well, <br /> septic system, and on-site retention basin. Construction of an additional individual <br /> sewage disposal system, if required, will be required under permit and inspection by <br /> the Environmental Health Department as a Condition of Approval. The sewage <br /> disposal system will comply with the on-site sewage standards of San Joaquin County <br /> prior to approval. Also as a Condition of Approval. the Department of Public Works is <br /> requiring the developer to provide drainage facilities that meet the requirements of San <br /> Joaquin County Development Standards for the incremental runoff attributed to this <br /> application. <br /> In addition, a traffic study and subsequent technical memorandum were performed to <br /> analyze the proposed expansion. The Department of Public Works has recommended <br /> several mitigation measures to be inciuded with the Conditions of Approval to reduce <br /> the impact to the existing roads by the proposed project. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This Finding can be made because the property is 20 acres and of adequate size and <br /> shape to accommodate the proposed use and all yards, building coverage, setbacks, <br /> parking areas and other requirements of this Title. <br /> San Joaquin County PA-1600026/Singh <br /> Community Development Page 6 <br />
