2 SUMMARY <br /> 2.1 INTRODUCTION <br /> ~ This summary is provided in accordance with California Environmental Quality Act(CEQA)Guidelines Section <br /> 15123. According to Section 15123 of the State CEQA Guidelines, "an EIR shall contain a brief summary of the <br /> proposed actions and its consequences.The language of the summary should be as clear and simple as reasonably <br /> practical."As required by the State CEQA Guidelines,this section includes a summary description of the <br /> proposed project,a synopsis of environmental impacts and recommended mitigation measures(in tabular form), <br /> identification of the alternatives evaluated and of the environmentally superior alternative, and a discussion of the <br /> areas of controversy associated with the project.This summary also includes the level of significance of each <br /> identified impact before and after mitigation implementation. <br /> 2.2 SUMMARY DESCRIPTION OF THE PROPOSED ACTION <br /> 2.2.1 PROJECT BACKGROUND <br /> The College Park project site is located in the southwest comer of unincorporated San Joaquin County <br /> approximately 3 miles west of the City of Tracy. College Park is the third of three specific plans proposed under <br /> the Mountain House Master Plan(MHMP)that was adopted by San Joaquin County in 1994.The College Park at <br /> Mountain House Specific Plan III,hereinafter referred to as College Park(or,the proposed project), would allow <br /> for development of approximately 815 acres in the southern portion of the MHMP area.Development would <br /> consist of a mix of residential,neighborhood commercial,office commercial, light industrial, schools, parks, an <br /> open-space corridor, and a community college. <br /> The proposed project would change the land uses previously approved for the project site in the MHMP.The <br /> proposed changes resulted from detailed site analysis and planning,changes in market conditions, school siting <br /> issues,and purchase of a portion of the project site by San Joaquin Delta Community College District.The major <br /> differences between the College Park project and the existing MHMP are that the proposed project would develop <br /> less residential, commercial,office, and industrial uses, and the proposed project would develop a community <br /> college.The MHMP identifies development of more residential and commercial, office, and industrial uses but <br /> does not identify the development of the community college. <br /> The project site includes a mixture of single-family residential,agricultural(productive and fallow), and <br /> infrastructure uses.The majority of existing residences would remain, and all vacant properties on the project site <br /> would be converted to urban uses under the proposed project. <br /> 2.2.2 PROJECT GOALS AND OBJECTIVES <br /> The following goals are established by the MHMP for the whole Mountain House community and are applicable <br /> to the proposed College Park project: <br /> Create a high-quality environment where people of all economic levels can live and work; <br /> ► Develop a distinct and unique new community that is separate from existing communities; <br /> r <br /> ► Develop Mountain House as a community that will accommodate a portion of the growth projected by the <br /> San Joaquin County General Plan 2010 in an orderly,well-organized development pattern; and <br /> Provide for a lifestyle that is less reliant on the automobile,more directed toward activities within the local <br /> community and neighborhood, and more oriented toward the use of transit,bicycle,and pedestrian transport. <br /> College Park at Mountain House Speck Plan III Draft EIR EDAW <br /> San Joaquin County 2-1 Summary <br />
