The proposed project would result in project-level significant and unavoidable adverse impacts in four areas(i.e., <br /> familand conversion,traffic,air quality, and visual quality). The proposed project would also contribute to <br /> cumulative significant and unavoidable adverse impacts in five areas(i.e., familand conversion,traffic, air <br /> quality, noise, and visual quality). <br /> Lastly,the proposed project would result in significant growth-inducing impacts through removing obstacles to <br /> population growth in the surrounding environment, fostering construction of new housing,requiring construction <br /> of new community service facilities in the surrounding environment,and encouraging other activities on adjacent <br /> agricultural land. <br /> 2.5 SUMMARY OF ALTERNATIVES <br /> This Draft EIR evaluates three alternatives to the proposed project as listed below. <br /> ► No Project(No Development)Alternative <br /> ► MHMP Buildout Alternative <br /> ► Traffic/Air Emission Reduction Alternative <br /> The No Project(No development)Alternative would be the environmentally superior alternative. CEQA requires <br /> that if the No Project Alternative is identified as the environmentally superior alternative,an environmentally <br /> superior alternative should be identified from among the remaining alternatives. Consistent with this requirement, <br /> ` the Traffic/Air Emission Reduction Alternative is identified as the environmentally superior alternative, although <br /> it would not avoid any of the significant and unavoidable impacts of the proposed project.This alternative would <br /> result in fewer environmental impacts than would the proposed project in four areas(i.e.,public services, <br /> �- transportation,air quality,noise). <br /> 2.6 AREAS OF CONTROVERSY <br /> A Notice of Preparation(NOP)was issued for the project by the County of San Joaquin on October 17, 2003.The <br /> purpose of the NOP was to solicit comments from public agencies and interested members of the public on issues <br /> .. germane to the proposed project that should be considered in the EIR.Additionally, a public scoping meeting on <br /> the project was held on September 24,2003.Because of the relative magnitude of the project,a number of issues <br /> were raised and are considered in this Draft EIR. <br /> Several issues of potential controversy or requiring extensive consideration were raised: <br /> ► California Department of Conservation raised concern about cancellation of Williamson Act contracts. <br /> ► California Department of Fish and Game raised concern related to potential loss of annual grassland habitat <br /> and Swainson's hawk habitat and related to mitigating impacts to sensitive wildlife,wetlands,and special- <br /> status species. <br /> ► California Department of Toxic Substances Control raised concern about adequate environmental <br /> investigation being conducted for the two on-site schools. <br /> ► California Department of Transportation raised concerns related to interchange improvements at Mountain <br /> House Parkway and I-205 and views along I-205. <br /> San Joaquin County Department of Public Works raised concerns related to traffic impacts. <br /> San Joaquin County Mosquito and Vector Control District raised concerns about implementing mosquito <br /> management measures. <br /> ..
