• Encroachment permits from the California Department of Transportation(Caltrans) and Federal Highway <br /> Administration for freeway improvements to Interstate 205; <br /> • Authority to construct permits from San Joaquin Air Pollution Control District; <br /> Mosquito abatement permits from San Joaquin County Mosquito Abatement; and r <br /> California Department of Health Services permit. <br /> 2.3 ENVIRONMENTAL ANALYSIS <br /> This Draft EIR includes a programmatic analysis of the overall College Park at Mountain House Specific Plan III — <br /> and a project-specific environmental analysis of specific development proposals.The County; GNK,LLC; <br /> InvestWest Matthews Land,Inc.; and San Joaquin Delta Community College District are joint applicants. Other <br /> property owners (Pegasus,Hernandez,Mendoza,etc.)are not seeking entitlements and are not project applicants. - <br /> Table 2-1 provides a summary of mitigation required for the program and project components. <br /> 2.3.1 PROGRAM EIR (PROGRAM-LEVEL ENVIRONMENTAL ANALYSIS) - <br /> A Program EIR has been prepared that evaluates the requested actions as they relate to the proposed overall land <br /> use designations(refer to Section 3.0,"Project Description,"for further detail on the overall proposed specific <br /> plan project).The program-level analysis analyzes the broad environmental effects of the overall project plan for <br /> the College Park site, such as impacts on circulation and traffic,air quality,and major utilities. Additionally,the <br /> Program EIR addresses the impacts of all future development at the College Park site. As the first step in the <br /> environmental review process for development at the College Park site,the Program EIR also identifies <br /> development standards(e.g., stream setbacks, policies to protect visual resources)that would apply to all <br /> subsequent development in the College Park area.In addition,the Program EIR addresses the cumulative impacts <br /> of development of the proposed project. <br /> The proposed project encompasses separate phases of development.To move forward with a specific phase,the <br /> project applicant will submit an application to the County. At that time,the County will prepare a site-specific <br /> analysis of the development phase's impacts,particularly with respect to that phase's compliance with the <br /> development standards/mitigation set forth in the Program EIR and incorporated into the College Park project <br /> (Public Resources Code[PRC] Section 21083.3; State CEQA Guidelines Sections 15168 and 15183). <br /> 2.3.2 PROJECT EIR (PROJECT-LEVEL ENVIRONMENTAL ANALYSIS) <br /> The EIR also includes a more detailed Project EIR analysis of the majority of the proposed project,for which the <br /> project applicants are requesting entitlements to construct(refer to Section 3.0,"Project Description,"for further <br /> detail of the proposed specific development components). The development proposal of the proposed project _ <br /> contains enough specificity to conduct a site-specific,project-level environmental review and will allow the <br /> consideration of discretionary approvals,such as a tentative subdivision map, entitlements,and use permits for the <br /> initial components for the majority of the proposed project. <br /> 2.4 ENVIRONMENTAL IMPACTS AND MITIGATION MEASURES <br /> Table 2-1, located at the end of this chapter,provides a summary of the program,project-specific, and cumulative <br /> environmental impacts of the proposed project,the level of significance of the impact before mitigation, <br /> recommended mitigation measure(s),and the level of significance of the impact after the implementation of the <br /> mitigation measure(s). <br /> EDAW College Park at Mountain House Specific Plan III Draft EIR <br /> Summary 2-4 San Joaquin County <br />
