An existing gas and oil pipeline easement currently bisects the project site.The utility lines occupying the <br /> easements placed constraints on the placement of schools in the project site. California Department of Education <br /> (CDE) siting criteria require that: (1) schools proposed within 1,500 feet from high-pressure gas lines be studied <br /> for the potential to expose school children to hazards associated with such lines; and(2)schools be set back a <br /> minimum of 150 feet from power line easements carrying 230kV.To comply with these criteria,both schools <br /> were located in the northeast quadrant of Neighborhoods A/B away from the gas-line easement, with 2.5-acre <br /> parks between the schools and the power line easement. <br /> Each of the two proposed on-site schools would have access from a separate collector system,thereby reducing <br /> traffic impacts.Additionally,the proposed open space corridor would provide a safe pedestrian route to the <br /> schools for those students living within the Central Parkway loop.The design of the two schools,parks, and open <br /> space corridor has been endorsed by representatives of the LESD,who have been active in the school planning <br /> and the specific plan process. <br /> Before the development of the two proposed on-site K-8 schools and the K-8 school planned for the Specific — <br /> Plan II portion of Neighborhood D by the MHMP,new K-8 students to be generated by the proposed project may <br /> be temporarily assigned to another school(Lammersville School approximately 2 miles east on Von Sosten Road, <br /> Wickland School,or other schools). <br /> HIGH SCHOOL <br /> The project site is provided high school service by the Tracy Joint Union High School District(TUSD). <br /> Consistent with the MHMP,no new high schools are proposed at the College Park site under the proposed <br /> project. High school students generated by the proposed project would attend West High School in Tracy, located <br /> approximately 6 miles southeast of the project site.This would occur on an interim basis until such time as the <br /> new Mountain House High School is developed within the MHMP area. <br /> 3.8.5 COLLEGE COMPONENT <br /> The college component would include a 108.8-acre community college in the southwest portion of the College <br /> Park site(southwest comer of Neighborhoods A/B)to be named Delta College Center at Tracy/Mountain House. <br /> At buildout(2025),the college would include 557,000 gross square feet of development, 4,000 parking spaces, <br /> 12,000 students, and 532 faculty and staff(Figure 3-7 and Table 3-2). <br /> The SJDCCD certified an EIR for the college, and approved the college, in 2002. The County's approval power <br /> over the college is limited to amending the General Plan and MHMP to permit development of the college. <br /> Because a community college and changes in land-use configurations,designations, and densities are proposed, _ <br /> amendments to the San Joaquin County General Plan 2010 and the MHMP are proposed as part of the College <br /> Park project.The SJDCCD's participation in the College Park project is necessitated by its need to annex to the <br /> MHCSD to obtain water,sewer,and storm-drainage services. <br /> The site-specific impacts of the college were already evaluated and mitigated through the Delta College EIR <br /> process. The College Park EIR considers the overall off-site impacts(i.e.,traffic, air quality,infrastructure, land- <br /> use compatibility,etc.)of the college,together with those of the balance of the College Park project.
