Areas of the College Park project site where Tentative Maps are not being processed at this time include the
<br /> college, Pegasus property,Grant Line Village, several parcels between Grant Line Village and the college site,
<br /> and the area of four existing residences in the central portion of the project site,referred to a the Homesite Parcels.
<br /> The community college does not require a tentative subdivision map to develop.For the balance of the parcels,
<br /> _ future approval of Tentative Maps and/or other applicable entitlements,and compliance with CEQA,will be
<br /> required before development.
<br /> 3.10 INFRASTRUCTURE
<br /> MHCSD is responsible for providing infrastructure(i.e.,water, sewer, storm drainage, and roads)to the MHMP
<br /> area,including the College Park site.Plans for the phased construction of this infrastructure are included in the
<br /> MHMP and related infrastructure master plans and were evaluated in the associated EIRs.Portions of the
<br /> infrastructure planned for the MHMP area have been constructed,including the initial phases of the Mountain
<br /> House Water Treatment Plant(WTP)and Wastewater Treatment Plant(W WTP),pipelines from these plants
<br /> southward to the Specific Plan I area, storm drains from the Specific Plan I area to Mountain House Creek, a
<br /> stormwater-quality basin north of Byron Road,and area roads.A portion of a drainage project(Mountain House
<br /> Creek Improvement Project [MHCIP])required to serve portions of Mountain House, including College Park, is
<br /> .. under construction, with the balance of the drainage project to be completed when development in Specific Plan lI
<br /> occurs north of Byron Road.Under Specific Plan I(Neighborhood E), water lines,sewer lines,and storm drains
<br /> are being extended southward to just south of Mascot Boulevard to serve Neighborhood E and future flows from
<br /> College Park.Two roadway improvement projects required to serve the whole of Mountain House community
<br /> (i.e.,the Mountain House Parkway/I-205 Interchange Project Study Report(PSR)and the Mountain House
<br /> Parkway Improvement Project)have also been subjected to CEQA review and approved;the latter is currently
<br /> under construction.
<br /> Infrastructure improvements proposed to serve the College Park project are identified in Figures 3-12 through
<br /> 3-15 and described briefly below. See Section 4.5,"Public Utilities"for further discussion. See also the College
<br /> Park Amendment to the Master Drainage Plan Update,and the Amendment to the Sanitary Sewer Collection
<br /> System Study,which are on file at the SJCCDD.
<br /> :. For purposes of analysis in this Draft EK the connection point for water, sewer,and storm drains is assumed to
<br /> be the existing southerly ends of Central Parkway and DeAnza Boulevard,just south of Mascot Boulevard
<br /> (Figures 3-12 through 3-14).This is because,as discussed previously,water, sewer,and storm drains are currently
<br /> being constructed by Trimark Communities (Trimark)4 associated with Neighborhood E, and will be sized to
<br /> accommodate future flows from College Park. It is possible that utility infrastructure at Central Parkway and
<br /> Mascot Boulevard will not be completed by the time College Park is ready to commence construction.Therefore,
<br /> utility alternatives to serve College Park in the interim are presented in this section.
<br /> The MHMP requires that plans be adopted for the provision of water-, sewer-, and storm-drain service to existing
<br /> land uses in each specific plan area that may desire to be connected to the Mountain House water-, sewer-, and
<br /> storm-drain systems.Any connections would be funded by those existing uses that choose to connect to the new
<br /> systems.Consistent with this requirement,plans are proposed as part of the College Park project to run water-,
<br /> sewer-, and storm-drain lines along Grant Line Road where fronting Grant Line Village, and to size these lines
<br /> such that they can accommodate flows from the current residents of Grant Line Village. If Grant Line Village
<br /> residents wish to have service extended from these pipelines to their homes,they would be responsible for
<br /> installing these pipeline extensions.These plans are available for review at the SJCCDD.
<br /> Trimark Communities is the developer/applicant for both Specific Plan I and Specific Plan H,which cover all acres of the
<br /> Mountain House community,except for the College Park(Specific Plan IH)area.
