► Noise—Groundbome noise or vibration,proximity of airstrip <br /> Population and Housing—Displacement of substantial numbers of houses or people <br /> ► Transportation/Traffic—Changes to air traffic patterns,emergency access, adequate parking, facilities for <br /> alternative transportation <br /> Utilities and Service Systems—Have access to adequate landfill,conformation to applicable regulations <br /> 4.1.2 SECTION FORMAT <br /> Each section in this chapter addresses physical setting,regulatory setting, significance thresholds,analysis — <br /> methodology,impacts and mitigation measures,and residual significant impacts. The environmental setting and <br /> regulatory setting subsections establish the baseline physical and regulatory environment for each environmental <br /> issue. The analysis methodology subsections describe the basis for the analysis. The impacts and mitigation _ <br /> measures subsections identify the impacts of the proposed project,the significance of the impacts, mitigation <br /> measures available to avoid or reduce significant impacts,and the level of significance after mitigation <br /> implementation. The residual significant impacts section identifies any project impacts that would remain <br /> significant after mitigation or for which no mitigation measures are available(i.e., significant unavoidable impacts). <br /> Project impacts are numbered sequentially throughout each section. For example, impacts identified in Section <br /> 4.12, Air Quality,are numbered 4.12-1, 4.12-2, 4.12-3, etc. Each impact discussion presents the evidence on <br /> which conclusions are based. The mitigation measures are numbered to match the impact numbering(e.g., <br /> Mitigation Measure 4.12-1 is for Impact 4.12-1). <br /> 4.1.3 REGULATORY SETTING <br /> The"Regulatory Setting"discussion in each section outlines the regulatory setting applicable to the proposed — <br /> project for the environmental issue being evaluated. The discussion references applicable government <br /> regulations;the requirements of applicable local plans; and applicable mitigation measures from previously <br /> referenced CEQA documents. In cases where specific applicable policies or mitigation measures are identified, <br /> the requirements of these policies or mitigation measures are paraphrased in the interest of brevity. The full text <br /> of these policies and mitigation measures may be found in the plans and CEQA documents from which they were <br /> taken and which have been incorporated into this Draft EIR by reference(see Section 1.7 of this Draft EIR, _ <br /> "Documents Incorporated by Reference"). The documents incorporated into this Draft EIR by reference are <br /> available for review by the public during normal business hours at the San Joaquin County Community <br /> Development Department, 1810 East Hazelton Avenue, Stockton,California,95205. <br /> 4.1.4 SIGNIFICANCE DETERMINATIONS <br /> As noted above,the impact determinations made in this chapter are expressed as "beneficial,""less-than- <br /> significant impact,"`potentially significant impact,""significant impact,"or"significant and unavoidable <br /> impact." A significant impact is defined pursuant to CEQA as a substantial and adverse change to the <br /> environment. The"Significance Thresholds"subsections identify the thresholds used to determine whether each <br /> identified impact is"less than significant"or"significant,"or whether the project would result in"no impact." <br /> These thresholds are based on Appendix G of the CEQA Guidelines; applicable local,state,and federal <br /> regulations; and/or professional standards. The significance determinations are presented in bold type.
