4.1.5 PREVIOUSLY PREPARED EIRS <br /> For the proposed College Park at Mountain House Specific Plan III(proposed project),the Mountain House <br /> Master Plan(MI-IMP)represents the approved land use plan for the proposed project. Similarly,the proposed <br /> project represents a project under the MHMP. Therefore, the 1994 Mountain House Master Plan EIR(MHMP <br /> EIR)forms the basis of the analysis for this Draft EIR. <br /> Fully implemented(including land use amendments and rezones),the proposed project would be consistent with <br /> the MHMP land use plan. Consequently,pursuant to CEQA,this Draft EIR appropriately incorporates aspects of <br /> the MHMP. For example: <br /> The"Regulatory Setting"subsections in this chapter identify applicable policies and implementation measures <br /> that the proposed project must comply with from the MHMP and College Park at Mountain House Specific Plan <br /> M. These subsections also identify applicable mitigation measures from the MHMP EIR,2002 Delta College <br /> .. EIR(hereinafter referred to as the Delta College EIR) and subsequent Mitigation Monitoring Programs,and <br /> applicable standard and requirements of the Mountain House Community Services District(MHCSD)Design <br /> Manual. Please note that applicable mitigation measures, implementation measures, standards,and policies from <br /> these documents are taken verbatim. <br /> It should be noted that at the time of preparation of this Draft EIR,the 1994 MHMP, amended 2000,was the plan <br /> in effect. The MHMP is a living document that is frequently being amended to incorporate mitigation measures <br /> as policies, as identified in the 1994 MHMP EIR and subsequent MMP, the Delta College EIR and subsequent <br /> MMP,and other previously prepared related EIRs. It is assumed for purposes of this EIR,that all of the <br /> applicable mitigation measures,policies,and implementation measures/standards identified in the"Regulatory <br /> Setting"sections of this EIR from the following documents will be incorporated into the College Park at <br /> Mountain House Specific Plan III project: <br /> ► San Joaquin General Plan 2010 <br /> ► Mountain House Master Plan 1994 <br /> Final EIR for the Mountain House Master Plan and Specific Plan 11994 <br /> Mountain House Master Plan and Specific Plan I Mitigation Monitoring Program <br /> ► College Park at Mountain House Specific Plan III <br /> ► Final Supplemental EIR for Delta College Center at Mountain House 2002 <br /> y ► Mountain House Community Services District Design Manual 2002 <br /> This Draft EIR evaluates the potential impacts of the proposed project assuming compliance with these measures <br /> and policies. <br /> The impact analyses in this chapter compares the impacts of development of the College Park site under the <br /> MHMP to development of the College Park site under the proposed project,where applicable,to determine <br /> whether the proposed project would result in similar/less impacts and thus fall within the scope of the MHMP EIR <br /> or result in greater impacts and thus require additional mitigation. For example,in Section 4.7,"Drainage,"it is <br /> determined that the proposed College Park project would result in similar runoff quantities as assumed in the <br /> MEW EIR,so the downstream storm drain infrastructure evaluated in the MHMP EIR remains adequate to <br /> accommodate project flows. A second example is Section 4.11,"Transportation,"where it is determined that the <br /> proposed College Park project would result in similar off-site traffic volumes as assumed in the MHMP EIR, so <br /> additional off-site roadway improvements should not be required. <br /> Within each section in this chapter,the significant impacts identified and mitigated through the MHMP EIR <br /> process are described under subsections entitled"Significant Impacts Identified in the MHMP EIR." <br /> College Park at Mountain House Specific Plan III Draft EIR EDAW <br /> San Joaquin County 4-3 Introduction to Environmental Impacts <br />
