4.2 LAND USE AND AGRICULTURE
<br /> This section provides an evaluation of the land-use compatibility and agricultural impacts of the proposed project
<br /> (including the proposed off-site infrastructure improvements).It includes an evaluation of conflicts between
<br /> existing and proposed land uses; conflicts between proposed land uses; conversion of Prime Farmland,Unique
<br /> Farmland,or Farmland of Statewide Importance(Important Farmland); conflicts with existing zoning for
<br /> agricultural use or Williamson Act contracts; and changes that could result in the conversion of adjacent farmland
<br /> or interfere substantially with adjacent farming operations.This section is based on a review of aerial photos and
<br /> maps showing existing and planned land uses, a reconnaissance survey of existing land uses,and a review of
<br /> Important Farmland maps from the California Resources Agency.For an evaluation of the project's consistency
<br /> with applicable land-use plans, see Section 4.3,"General Plan Policies and Zoning."For an evaluation of other
<br /> indices of land-use compatibility, such as public health and safety, air quality,noise,and visual quality, see
<br /> Sections 4.9,4.12,4.13,and 4.14 of this Draft EIR,respectively.
<br /> 4.2.1 PHYSICAL SETTING
<br /> EXISTING LAND USES
<br /> The 815-acre project site consists primarily of farmland(Figure 4.2-1).Two dairies exist in the eastern portion of
<br /> the site along Mountain House Parkway,on either side of Grant Line Road,including the 21-acre Teixeira Dairy
<br /> ,. in the north and the 140-acre Lucky J Dairy in the south.Fifty residences are located in the northwest comer of
<br /> the project site along Grant Line Road in a community known as Grant Line Village.Four additional residences
<br /> are located in the north-central portion of the project site, one residence(Muela)is located on the project site
<br /> along Grant Line Road,roughly half way between Mountain House Parkway and the Alameda County line, and
<br /> one residence(Machado) is located at the dairy south of Grant Line Road.
<br /> The proposed off-site infrastructure locations(pipeline corridors,pump station sites,street corridors,Pombo
<br /> property—see Figures 3-12 through 3-15 in Chapter 3,"Project Description")consist of vacant lands,farmlands,
<br /> roadways,and/or street rights-of-way.
<br /> Land uses adjacent to the College Park site include farmland to the north(part of Mountain House Specific Plan H
<br /> which is currently in the planning and environmental review stage);Interstate 205 (I-205), farmland, and open
<br /> space(rolling hills)to the south; approximately six residences and farmland to the east,across Mountain House
<br /> .. Parkway; and farmland and rolling hills to the west.
<br /> Roadways adjacent to the College Park project site include Grant Line Road to the north,I-205 to the south, and
<br /> Mountain House Parkway to the east(Figure 4.2-1). See Section 4.11,"Transportation,"for further discussion of
<br /> existing transportation corridors.
<br /> A 230-kilovolt(kV)PG&E overhead electrical transmission line within a 75-foot-wide easement known as Rio
<br /> Oso—Tesla crosses the eastern portion of the site in a northeasterly to southwesterly trending direction.Two
<br /> PG&E natural gas pipelines(36-and 26-inch diameter)and a Chevron 18-inch diameter crude oil pipeline within
<br /> a 65-foot-wide joint easement cross the western portion of the site in a northwesterly to southeasterly trending
<br /> direction.Two Byron-Bethany Irrigation District(BBID)irrigation canals cross the site in a northwesterly to
<br /> The existing Mountain House Wastewater Treatment Plant(W WTP)is identified in Figures 4.2.1 and 4.2-2 of this Draft EIR for
<br /> informational purposes only.The W WTP will require expansion to serve the College Park project.However,expansion of the W WTP to
