4.1.6 PROGRAM VERSUS PROJECT MANAGEMENT PROCEDURES <br /> The proposed project includes both programmatic-level and project-level elements in that subdivision maps <br /> (project-level elements)are proposed for some but not all of the College Park site under the proposed project. <br /> Therefore, in the very few cases where separate mitigation measures are required for the program-and project- _ <br /> level components of the proposed project, the program-level mitigation measures are identified with a"(P)"after <br /> the mitigation measure number. For example: "Mitigation Measure 9.4-1(4)(P)"requires that Phase I <br /> Environmental Site Assessments(ESAs)be prepared for areas within Grant Line Village and any <br /> recommendations made in the Phase I ESAs be implemented.
