Outside of the MHMP boundaries,the San Joaquin County zoning categories are General Agriculture(AG-40 <br /> with 40-acre minimum parcel sizes)and Limited Industrial.The Limited Industrial zone is located south of I-205 <br /> between the Delta-Mendota Canal and the California Aqueduct. <br /> Alameda County <br /> The lands to the west of the site that are within Alameda County are designated for agricultural use in the <br /> Alameda County General Plan.The zoning category for these lands is Agricultural,with a minimum parcel size <br /> of 320 acres. <br /> 4.3.2 REGULATORY SETTING <br /> Applicable regulations are addressed above.These are found in the Development Title. <br /> 4.3.3 SIGNIFICANCE THRESHOLDS <br /> The project would result in significant impacts related to plans and zoning if it would: <br /> Conflict with any applicable land use plan,policy,or regulation of an agency with jurisdiction over the <br /> project(including,but not limited to, the general plan, specific plan,local coastal program, or zoning ordinance) <br /> adopted for the purpose of avoiding or mitigating an environmental effect; or <br /> For the purposes of this EIR, development of the project site would constitute a significant impact if the project <br /> conflicted with policies of the adopted MHMP or San Joaquin County General Plan 2010 or conflict with the <br /> zoning requirements of the Development Title. <br /> 4.3.4 IMPACT ANALYSIS <br /> ANALYSIS METHODOLOGY <br /> This section is based on a review of the MHMP and the County's Development Title. Relevant policies from the <br /> MHMP are evaluated to identify the project's conformance with policies.A large number of policies are found in <br /> the MHMP and many of these policies either do not apply to the project site or are redundant. For this reason, <br /> only the key policies were chosen for evaluation(Appendix G). Policies from the San Joaquin County General <br /> Plan are also addressed at the end of this table, as they apply to new communities, such as the proposed project. <br /> IMPACTS AND MITIGATION MEASURES <br /> The project is not the subject of a local coastal program. Thus,this topic is not addressed further in this Draft EIR. <br /> IMPACT General Plan Policies and Zoning—Conflict with Adopted Policies in the MHMP and San Joaquin <br /> 4.3-1 County General Plan. The project would conflict with a specific policy of the MHMP that is the implementing <br /> _ document of the County's General Plan for the overall Mountain House community.
