The City of Tracy engine company,housed in Station 94 and located at Hansen and Schulte Roads,currently <br /> serves the project site and its vicinity. This engine company consists of four individuals and two fire engines. One <br /> engine,Engine 98,is specifically dedicated for use in the MHMP area and covers the area from the Alameda <br /> County line on the west to Lammers Road on the east and from Old River to the north to I-205 to the south.The <br /> project site is located approximately 4'/z miles from Station 94(Fragoso 2004). <br /> Emergency medical services are coordinated by the San Joaquin County Emergency Medical Services Agency <br /> and provided to the project site by private ambulance agencies. In addition,emergency medical services are <br /> provided by an ambulance housed at the Tracy Hospital,located at 1420 North Tracy Boulevard in the City of <br /> Tracy.Ambulance response time to the project site is within 5 minutes(SJDCCD 2001). <br /> LAW ENFORCEMENT <br /> This following section provides information related to law enforcement and protection services available in and to <br /> the College Park project site.The project site does not include any operating law enforcement facilities. <br /> San Joaquin County Office of Sheriff and Coroner <br /> The San Joaquin County Sheriff provides law enforcement services to the project site under contract with the <br /> MHCSD.The County Sheriff employs 124 uniformed deputies who serve people in the unincorporated areas of <br /> San Joaquin County.The County Sheriff operates its patrol division and jail facilities at French Camp,located <br /> approximately 15 miles east of the project site between the City of Stockton and the City of Manteca. The patrol <br /> areas are divided into eight geographical areas or beats.The beat areas are staffed around the clock and provide <br /> emergency response capability to citizens in the unincorporated area.The project site is located in Beat Area 8, <br /> r which includes the unincorporated areas near Tracy from the Alameda County line to the west,the Stanislaus <br /> county line to the south and east, and the Old River to the north(San Joaquin County 2005). <br /> These same officers act as deputy coroners by responding to unattended deaths(no specific cause of death is <br /> immediately found)in San Joaquin County. They investigate the death,determine if foul play is suspected,and <br /> provide valuable investigation material to the pathologist who ultimately determines the cause of death. <br /> PUBLIC LIBRARIES <br /> The Stockton—San Joaquin County Public Library(SSJCPL)system provides public library services to the project <br /> area.According to the 2003 Library Annual Report,the SSJCPL system serves a population of 536,600 residents <br /> and maintains ten fixed facilities and two vehicles.The closest branch library to the project site is located in the <br /> City of Tracy at 20 East Eaton Avenue. This Tracy branch library provides 16,911 square feet of space. <br /> The SSJCPL service area includes all areas of San Joaquin County except the City of Lodi.The service goal of <br /> the SSJCPL is"to provide a measure of service that is responsive to the identified needs of the community" <br /> r (Starke 2004).Currently, SSJCPL provides 0.7 to 1.0 square foot of facility space per resident living in the <br /> service area. In addition, SSJCPL applies the standard of three to five book volumes per resident, 10 periodical <br /> titles per 1,000 residents, and one public access computer per 500 residents who lives in the service area. <br /> 4.4.2 REGULATORY SETTING <br /> PARKS AND RECREATION <br /> Federal Regulations <br /> The proposed project is not located on or in the vicinity of federal lands,and there are no federal parks and <br /> recreation regulations applicable to the project. <br /> College Park at Mountain House Specific Plan III Draft EIR EDAW <br /> Public Services 4.4-3 San Joaquin County <br />
