Directly or indirectly contribute to substantial adverse physical impacts associated with the provision of new <br /> or physically altered governmental facilities;the need for new or physically altered governmental facilities, <br /> the construction of which could cause significant environmental impacts,to maintain acceptable service <br /> ratios,response times, or other performance objectives for any of the public services, including fire <br /> protection,police protection, schools,parks,and other public facilities. <br /> 4.4.4 IMPACT ANALYSIS <br /> ANALYSIS METHODOLOGY <br /> The public services analysis that follows examines the potential changes in the provision of public services that <br /> could occur with the proposed land-use amendments to the MHMP.This was accomplished by researching the <br /> land uses approved under the MHIvIP and analyzing the changes to public services that would result under the <br /> proposed amendments. <br /> IMPACTS AND MITIGATION MEASURES <br /> Based on information related to solid waste disposal capacities of the San Joaquin County South County Refuse _ <br /> Service Area,and because the proposed project would comply with all applicable federal, state, and local statutes <br /> and regulations related to solid waste, adequate permitted landfill capacity exists to accommodate the proposed <br /> project.Therefore,in accordance with Section 15063(b)(1)(C)of the State CEQA Guidelines,the potential for the _ <br /> proposed project to impact solid waste disposal services is not evaluated further. See the IS(Appendix D of this <br /> Draft EIR)for further discussion. <br /> IMPACT Public Services—Additional Demand for Public Parkland. The proposed project would result in the ~ <br /> 4.4-1 construction of residences that would result in the demand for parks and recreational facilities. Sufficient <br /> neighborhood and community parks to serve project needs would be constructed as part of the project. San <br /> Joaquin County currently provides less than needed regional parkland in accordance with their standard, and <br /> the project would provide funding for less regional parkland than needed in accordance with County standards. <br /> According to the Mobntain House Specific Plan 11 Initial Study, findings of the MHMP Final EIR concluded <br /> that adequate recreational facilities(e.g., neighborhood parks, regional parks)were provided by individual <br /> local facilities in each Specific Plan area and that developers would pay for development and maintenance <br /> of the proposed 82-acre regional park at Old River.Additionally, the proposed project would provide <br /> sufficient parkland to serve the needs of future residents.A less-than-significant impact would occur. <br /> The project would generate approximately 6,906 residents(2,302 housing units •3.00 average persons/household _ <br /> (Census 2000). Based on this approximate future number of residents in the project site and in accordance with <br /> the MHMP standards (5 acres of parkland per 1,000 population),the proposed project would generate a demand <br /> for 34.5 acres of neighborhood and community parkland. The project would develop a 31.3-acre community park, <br /> a 2.5 neighborhood park,and another 8.5-acre neighborhood park.The development of these community and <br /> neighborhood parks totaling 42.2 acres would coincide with residential development and would meet the <br /> requirements of the MHMP standards. <br /> The neighborhood and community parkland would incorporate active and passive recreation facilities.Active <br /> facilities could include such facilities as a community pool,clubhouse,baseball fields, soccer fields,and <br /> basketball courts.Passive facilities could include open landscaped areas,turf areas, and picnic tables.The 8.5-acre <br /> neighborhood park would share 5 acres of parkland with the two elementary schools. <br /> A joint-use agreement between MHCSD and SJCCDD would provide an additional 7 acres of athletic facilities <br /> for community use. The 7 acres of athletic facilities could include adult baseball fields,adult soccer fields,tennis <br /> courts,basketball courts,and a fitness center and pool complex in conformance with the MHCSD Parks, <br /> EDAW College Park at Mountain House Specific Plan III Draft EIR <br /> San Joaquin County 4.4-18 Public Services <br />
