In addition, College Park Implementation <br /> ` Standard 7.2.2.3-b (see"Regulatory Setting,"above)would ensure adequate neighborhood and community <br /> parkland has been developed before occupancy of residential units.For this reason,the supply of parkland is <br /> expected to meet the growing demand associated with population increases in the College Park area. <br /> Based on this approximate future number of residents in the project site(6,906)and in accordance with San <br /> Joaquin County standards(10 acres of regional parkland per 1,000 population),the proposed project would <br /> generate a demand for 69.06 acres of regional parkland. <br /> 4 <br /> The project is one part of the entire MHMP development.The environmental analysis conducted for the entire <br /> MHMP development area identified a deficiency in the amount of regional parkland available to serve new <br /> residents living in Mountain House.The MHMP development incorporates the construction of a regional park <br /> adjacent to Old River in Neighborhoods K and L,located in the Specific Plan II area.The Old River regional park <br /> would provide 82 acres of parkland for the whole Mountain House development and the surrounding region. <br /> According to the MHMP the Old River regional park would be developed after implementation of specific plans for <br /> Neighborhoods K and L,or after approximately 50%residential buildout of the entire MHMP area.Before the <br /> development of the regional park along Old River,project residents would not have access to on-site regional park <br /> facilities until other neighborhoods of the entire MHMP project are developed.Project residents would use the <br /> regional parks located elsewhere in the county.For this reason,the project would contribute to the existing <br /> deficiency of regional parkland. <br /> Residents living in the project site would demand 69.06 acres of regional parkland out of the 82 acres to be <br /> constructed as part of the entire MHMP. As a result,the 82-acre Old River Regional Park would not meet the <br /> d regional parkland needs for the entire MHMP development. With an existing deficiency of regional parkland in <br /> San Joaquin County and insufficient regional parkland being provided as part of the entire MHMP,the project <br /> would contribute further to a regional parkland shortage. In addition,construction of the Old River Regional Park <br /> may not be complete or accessible when residential units in the entire Mountain House development are occupied. <br /> According to the Mountain House Specific Plan II Initial Study,findings of the 1994 MHMP FEIR concluded that <br /> adequate recreational facilities(e.g.,neighborhood parks,regional parks)were provided by individual local facilities <br /> in each Specific Plan area and that developers would pay for development and maintenance of the proposed 82-acre <br /> regional park at Old River.As a result of these findings and given that the proposed project would provide sufficient <br /> parkland to serve the needs of future residents, a less-than-significant impact would occur. <br /> Mitigation Measure 4.4-1: Public Services—Additional Demand for Public Parkland. <br /> No mitigation is required. <br /> IMPACT Public Services—Additional Demand for K-8 Schools. The project would result in the construction of <br /> -� 4.4.2 residential units that would result in the demand for public elementary school facilities and services. However, <br /> the proposed project would provide sites for two new K-8 schools and would pay the required state-mandated <br /> school impact fees, which,according to state law,represents full mitigation of K,8 school capacity impacts. <br /> Public safety impacts associated with pedestrian access could occur,but the SXCCD has agreed to fund <br /> buses to reduce the need for pedestnan access. A less-than-significant impact would occur. <br /> ` The project would generate demand for school services and facilities through generating approximately 1,242 K-8 <br /> students at buildout as shown in Table 4.4-1. <br /> As indicated in Figure 3-6B in Chapter 3 of this EIR,two K-8 school sites would be provided in the project site. <br /> The sites would be centrally located to serve Neighborhoods A/B.
