A new sheriff's substation in the Mountain House Town Center,located in Specific Plan I area,will be constructed <br /> after construction of the Town Center is complete.Until that time,the County Sheriff will have an office in the new <br /> fire station to be developed in the Specific Plan I area at the comer of Central Parkway and Mascot Boulevard. <br /> New County Sheriff officers would be based at the County Sheriff station in French Camp,at the new Mountain House <br /> fire station in the Specific Plan I area,and in the Mountain House Town Center.The County Sheriff's average response <br /> time decreased from approximately 30 minutes from 2001 to 2002 to 23 minutes from 2002 to 2003.For Beat Area 8, <br /> the average response time is less than 20 minutes from the time the dispatch call is issued to the time the officers are on <br /> scene(Huber 2004).The project would not reduce the average response time that is provided now.The project would <br /> result in a less-than-significant impact regarding the provision of law-enforcement services. <br /> .. Mitigation Measure 4.4-6: Public Services—Additional Demand for Law-Enforcement Services. <br /> No mitigation is required. <br /> IMPACT Public Services—Additional Demand for Public Library Facilities. The project would result in the <br /> 4.4-7 construction of residential units that would result in the demand for public library facilities. A new library <br /> .. would be constructed in the MHMP area that would serve the College Park project under the MHMP. A <br /> less-than-significant impact would occur. <br /> ` The project would generate approximately 6,906 new residents at buildout.The associated demand for public library <br /> facilities would be 3,453 sf,based on the standard of 0.5 sf per resident stated in the San Joaquin County General <br /> Plan 2010. SSJCPL recommends a standard of 0.7 to 1.0 sf per resident,based on its existing level of service.Based <br /> on SSJCPL's standard,the project would require a minimum of 4,834 sf of additional library space. <br /> The Tracy Branch Library serves the project area and their service demand already exceeds available facility <br /> capacity.The current square footage of facility space per resident ratio is 0.24.Based on the standards established in <br /> the County's General Plan,the Tracy branch library is currently considered to be inadequate. SSJCPL does not <br /> propose any new library facilities in the vicinity of the project(Stanke 2004). <br /> The project includes the development of a community college that would be developed with a library that would <br /> primarily serve college students but would also be open to the public.However,the library in the community <br /> college would not provide services targeted at the general public and is not considered to be a public library for <br /> the purposes of this analysis. <br /> The MHMP includes provisions for the development of a branch library to serve the future residents in the entire <br /> MHMP area.According to the MHMP,library facilities would be provided on a phased basis, with a bookmobile <br /> ` providing initial library services until the population in the MHMP area reaches 10,000 residents.At that time,a <br /> library of 5,000 sf would be constructed,and in response to population increases the library would be expanded to <br /> provide additional space.At the buildout of the entire MHMP area,a library totaling 21,000 sf would be <br /> operational in the Town Center Area,which is located in Specific Plan I area.Equipment,books,and periodicals <br /> would be provided according to County Library System standards(SJCCDD 1994a). <br /> The demand for library services generated by the project would be met by interim library services and eventually <br /> by the branch library that would be constructed in the Town Center.For these reasons,it is anticipated that library <br /> services and facilities would be available to serve the project.The project would result in a less-than-significant <br /> impact regarding the provision of library services. <br /> Mitigation Measure 4.4-7: Public Services—Additional Demand for Public Library Facilities. <br /> No mitigation is required. <br /> College Park at Mountain House Specific Plan III Draft EIR EDAW <br /> Public Services 4.4-23 San Joaquin County <br />
