IMPACT Public Services—Additional Demand for Fire-Protection Services. The project would result in the <br /> 4.4-5 construction of residential units that would result in the demand for fire-protection and emergency-medical <br /> services. However,a fire station is under construction close to the project site which would serve the <br /> College Park project under the MHMP. A less-than-significant impact would occur. <br /> A permanent fire station is under construction at the comer of Central Parkway and Mascot Boulevard in the <br /> Specific Plan I project area,which places it approximately 1 mile north of the project site. The station would be <br /> operational no later than the issuance of the 1,800th building permit associated with the entire Mountain House _ <br /> development. The two-person engine company based at the Schulte Road Station will move to this new station <br /> and will later increase to a three-person engine company. <br /> The MHMP Fire Protection Plan,approved in 1996 and amended in 2002, outlines the planned provision of fire <br /> protection services for the MHMP area,including providing for phased increases in staffing and equipment at <br /> Tracy Fire Station 5 as development occurs in the MHMP area. The need for additional fire crews will be <br /> planned through mutual agreement between District and MHCSD(SJCCDD 2003). — <br /> Standards of services, established by the South County Fire Authority,are based on response times rather than <br /> staff-per-population basis.The response-time goal for the project site is 5 minutes during 50%of the time. <br /> Current response time to the project site is approximately 8 minutes. District has agreements with MHCSD <br /> regarding funding for additional staffing and facilities as population increases in the MHMP area(Fragoso 2004). <br /> The project would generate demand for additional fire protection staff and facilities. District has an agreement <br /> with MHCSD to ensure availability of firefighters and the construction of a new fire station in the MHMP area by <br /> the time the 1,800th building permit has been issued for development in the entire MHMP area.Provision of fire <br /> protection services from new stations would ensure that the response time to the project site would be sufficient. <br /> Also, given compliance with this agreement,it is anticipated that the project would not interfere with the <br /> emergency-response plans. The project would result in a less-than-significant impact with the construction of <br /> new fire protection facilities in the MHMP area. <br /> Mitigation Measure 4.4-5: Public Services—Additional Demand for Fire-Protection Services. <br /> No mitigation is required. <br /> IMPACT Public Services—Additional Demand for Law-Enforcement Services. The project would result in the <br /> 4.4-6 construction of residential units that would create a demand for law-enforcement services. New staffing would <br /> be provided,but no new facilities would be needed. A less-than-significant impact would occur. <br /> The proposed project would generate an incremental increase in demand for police-protection services and <br /> facilities.The County Sheriff would provide law-enforcement services to the project site. Based on the established <br /> officer-to-resident population ratio to achieve an urban level of service,the proposed development would generate <br /> demand for a minimum of 10 officers at buildout.The County Sheriff has indicated that training for new officers <br /> must proceed 6 months in advance of the time when officers would be available to serve the project site(Huber <br /> 2004).Given the existing staffing contract between MHCSD and the County Sheriff, it is anticipated that officers <br /> and facilities would be readily available to serve the project site by the time the residential units become occupied. " <br /> A staffing contract between MHCSD and the County Sheriff describes the standards for providing law <br /> enforcement.The agreement also calls for MHCSD and the County Sheriff to begin negotiations for an enhanced <br /> level of service no later than the issuance of the first residential building permit in the boundaries of the MHCSD. <br /> The General Manager of MHCSD indicated that the negotiation process has started(SJCCDD 2003). <br /> EDAW College Park at Mountain House Specific Plan III Draft EIR <br /> San Joaquin County 4.4-22 Public Services <br />
