not conflict with statutory provisions giving priority to water needed for domestic use,sanitation,and fire <br /> protection; and <br /> ► The amount of water that the water supplier can reasonably rely on receiving from other water supply <br /> projects, such as conjunctive use,reclaimed water,water conservation, and water transfer,including programs <br /> identified under federal, state, and local water initiatives, such as CALFED and Colorado River tentative <br /> agreements. <br /> Regional and Local Regulations — <br /> San Joaquin General Plan 2010 <br /> The San Joaquin County General Plan contains the following water policies that are applicable to the proposed <br /> project. <br /> Policy 1.The availability of a long-term,reliable potable water supply shall be a primary determinant in the <br /> planning of areas for growth. <br /> ► Policy 3.Public water Systems shall be provided by an existing public or quasi-public agency,or by a new — <br /> district if no public agency in the community or other area planned for a public system is empowered to <br /> provide water supply services. <br /> ► Policy 5.The need for water system improvements shall be reduced by encouraging new development to <br /> incorporate water conservation measures into their projects. <br /> Mountain House Master Plan 1994 <br /> The following water measures and policies from the Mountain House Master Plan are applicable to the proposed <br /> project. <br /> Potable Water Supply and Distribution <br /> ► Objective 12.3.1.To provide the Mountain House community with an adequate year-round water supply. <br /> ► Policy 12.3.1(a).Water supply and usage in Mountain House shall comply with the County Water Policy. _ <br /> ► Policy 12.3.1(b).A water service agreement specifying the quantity, cost and conditions of water services to <br /> the Mountain House community shall be maintained between MHCSD and BBID. <br /> ► Policy 12.3.1(c).An exchange agreement shall be maintained between the state and BBID to provide a winter <br /> (November through March)water supply to the Mountain House community. <br /> ► Policy 12.3.1(g).Obsolete agricultural irrigation and drainage facilities shall be removed or properly <br /> abandoned upon development of an area. <br /> ► Implementation 12.3.1(a).Each Specific Plan shall reevaluate the adequacy of the confirmed water supply + <br /> for the Specific Plan Area in light of any potential or adopted restrictions on water diversion by BBID or <br /> California Department of Water Resources(DWR).The Specific Plans shall not be approved unless it can be <br /> demonstrated that the confirmed water supply is sufficient to serve the Specific Plan Area through buildout. <br /> Implementation 12.3.1(d).Although there is presently a sufficient water supply for the development of the _ <br /> community,if in the future,because of actions or conditions beyond the control of the County or the <br /> community there is insufficient water for buildout of the community,then measures shall be undertaken to <br /> EDAW College Park at Mountain House Specific Plan III Draft EIR <br /> Public Utilities 4.5-8 San Joaquin County <br />
