"c) Industrial reuse of water treatment sludge shall be practiced to the maximum extent possible. <br /> The Community Service District shall consider other disposal options only if industrial reuse <br /> were infeasible. <br /> "d) Adequate sludge treatment and drying facilities shall be provided at the plant through project <br /> build out." <br /> (c) Implementation Measure(a)under Objective 10 in Potable Water Supply and Distribution(Appendix C) <br /> should be revised as follows: <br /> "a) Sludge Disposal Program. The initial Development Permit for the water treatment plant shall <br /> specify the water treatment sludge reuse./disposal method(s)that will be used throughout the <br /> development of Specific Plan I. Approval of subsequent specific plans shall be contingent on <br /> the identification of means of water treatment sludge reuse/application/disposal consistent <br /> with applicable local, state, and federal policies and regulations, and which minimizes landfill _ <br /> disposal. If landfill disposal were proposed,an agreement or"will serve"letter with a landfill <br /> that would accept the sludge for at least the next five years shall be provided with the initial <br /> Development Permit for the water treatment plant or subsequent specific plan. If land <br /> spreading or dedicated land disposal were proposed,then guarantees of adequate acres for <br /> sludge disposal for a:least the next five years must be provided. Provisions for sludge <br /> disposal shall be updated annually so that there are always firm provisions for disposal for at <br /> least five years into the future." <br /> (d) A new Implementation Measure should be added under Objective 10 in Potable Water Supply and <br /> Distribution(Appendix C),as follows: — <br /> "e) A detailed assessment of water sludge treatment and drying needs shall be provided in the <br /> Development Permit for the water treatment plant. The assessment shall provide the _ <br /> supporting calculations for determining sludge production rates, estimates on percent <br /> moisture content in naw sludge and dried sludge, application rates and design parameters for <br /> sludge drying beds,projected surface area requirements for the drying bed,and land required _ <br /> for sludge disposal(if appropriate)." <br /> Mitigation Measure M4.4.1-6 <br /> (a) Objective 5 in Waste Management(Appendix C)should be revised,as follows: <br /> "To insure the safe handling and to minimize the use of chemicals and other hazardous materials <br /> at the water and wastewater treatment plants." <br /> (b) The following new Implementation should be added under Objectives 1 through 5 in Waste Management _ <br /> (Appendix C),as follows: <br /> "i) Chemical Selection and Facilities. Prior to design of the plants, chemicals associated with <br /> water and wastewater treatment operations shall be carefully selected to minimize the hazard. <br /> Chemical handling and storage facilities shall be designed to minimize and effectively <br /> mitigate the potential for accidental releases,including such features as secondary <br /> containment,alarms, remote sensing instruments, and other safety features." <br /> Mitigation Measure M4.4.1-7 <br /> The following new Implementation should be added under Objective 8 in Potable Water Supply and <br /> Distribution(Appendix C): <br /> EDAW College Park at Mountain House Spec is Plan III Draft EIR <br /> Public Utilities 4.5-12 San Joaquin County <br />
