levees within the 100-year flood plain shall meet, as a minimum,the requirements of Section <br /> y 65.10 Mapping of Areas Protected By Levee Systems, 44 CFR Ch. 1 and the design standards <br /> specified herein. <br /> "k) The wastewater treatment and storage ponds located within the 100-year floodplain shall be <br /> set back from existing flood control levees to not interfere with inspection,maintenance,or <br /> repair of the flood control levees,if applicable. <br /> "1) The wastewater treatment and storage pond levees shall be set back an appropriate distance <br /> from existing flood control levees to ensure that there will be no loss of integrity of the flood <br /> control levees." <br /> Mountain House Master Plan and Specific Plan I Mitigation Monitoring Program <br /> The following wastewater mitigation measures from the Mountain House Master Plan and Specific Plan I <br /> Mitigation Monitoring Program are applicable to the proposed project. <br /> Mitigation Measure 4.4.2-1 <br /> Additional wastewater treatment processes shall be provided if unrestricted use reclamation,including <br /> irrigation on-site, industrial/commercial reuse, or surface water discharge were implemented. <br /> The permit application for the wastewater treatment plant shall include a schedule for design, <br /> construction,and permitting for the plant to ensure that the wastewater treatment and reclamation <br /> facilities would be operational prior to the approval of the first final subdivision map. <br /> Each Development Permit for the wastewater treatment plant shall describe the mechanism by which the <br /> construction of additional facilities for incremental expansion in treatment capacity shall be completed <br /> before the existing capacity is exceeded. <br /> Specific plans subsequent to Specific Plan I shall include a comparison of the actual wastewater <br /> generation rates for the project with that calculated in the Master Plan. If wastewater flow rates were <br /> higher than those predicted in the Master Plan assuming implementation of water conservation measures, <br /> then the next specific plan shall specify actions that would be implemented in the next specific plan to <br /> reduce the wastewater generation rates. Approval of the specific plan(s) shall be contingent on the <br /> adequacy of the proposed actions to reduce wastewater generation rates to those calculated in the Master <br /> Plan,if appropriate. <br /> If sufficient off-site land cannot be secured for off-site reclamation,then on-site reclamation shall be <br /> practiced to the maximum extent possible. Other disposal options, including discharge to Old River and <br /> piping the effluent to non-contiguous lands for irrigation, shall be considered,if necessary. If future <br /> specific plans propose an interim or permanent wastewater reclamation at a site other than the sites <br /> identified in the Master Plan,all the policies in the Master Plan and all the adopted mitigation measures, <br /> shall be applicable to the proposed alternative reclamation site(s). Any alternative wastewater <br /> ` reclamation site shall also be subject to the permitting requirements of the Central Valley Regional Water <br /> Quality Control Board and the Department of Health Services. Prior to the approval of any specific plan <br /> utilizing an alternative wastewater reclamation site not specifically identified in the Master Plan/Specific <br /> Plan I EIR, site-specific environmental review shall be performed(including but not limited with respect <br /> to human contact,biological impact,crop types, etc.)and additional mitigation measures will be adopted <br /> to mitigate any site-specific environmental impacts not previously addressed. <br /> College Park at Mountain House Spec tic Plan III Draft EIR EDAW <br /> San Joaquin County 4.5-23 Public Utilities <br />
