REGIONAL AND LOCAL REGULATIONS <br /> San Joaquin General Plan 2010 <br /> The San Joaquin General Plan contains the following drainage policies that are applicable to the proposed project. <br /> Public Health and Safety Element(Flood Hazards) <br /> ► Policy 1.New residential,public,commercial,and industrial development shall be required to have protection <br /> from a 100-year flood. <br /> ► Policy 2.New areas of residential development shall be zoned for development only if the area has 100-year <br /> flood protection. <br /> Mountain House Master Plan 1994 <br /> The following drainage measures and policies from the Mountain House Master Plan are applicable to the <br /> proposed project. <br /> Grading Standards(Section 4.22) <br /> ► Policy 4.2.2(a).Grading practices in the community shall minimize risk to health and property from improper <br /> control of storm-drain water runoff, erosion,and sedimentation. <br /> ► Policy 4.2.2(d).Grading operations shall be planned and implemented to efficiently control erosion and <br /> sedimentation. <br /> Soils Geologic and Seismic Hazards(Section 6.8.3) <br /> ► Policy 6.8.3(b).Adequate efforts shall be made during design and construction of urban improvements, <br /> including buildings,to control or eliminate,if possible, soil erosion and sedimentation associated with <br /> construction activities. <br /> Storm Drainage and Flood Protection(Section 15.3) <br /> ► Policy 15.3(a).Adequate storm transport systems shall be provided to ensure that all off-site drainage from <br /> watersheds shall be safely conveyed to terminal drains. <br /> ► Policy 15.3(b). Off-site drainage may be merged with urban runoff as a means of conveyance to terminal <br /> drains,providing that the urban runoff has been treated according to BMPs as provided for by applicable <br /> water-quality-control regulations. <br /> ► Implementation 15.3(a).Erosion shall be minimized by using appropriate streambed protection energy <br /> dissipaters at transitions from supercritical to subcritical flow, at the confluence of channels, at the <br /> downstream location of culverts, and at channel transitions. Streambed protection shall be provided by <br /> planting appropriate species of plants. Streambed is defined in this application as the constructed floodplain <br /> and channels and does not include existing creek beds that will not be disturbed. <br /> ► Implementation 15.3(b).Detailed studies for each watershed area shall be prepared and used in the design of <br /> each segment of storm facilities required for each Specific Plan, and shall be completed and approved before <br /> the approval of Specific Plans. <br /> College Park at Mountain House Specific Plan III Draft EIR EDAW <br /> San Joaquin County 4.7-7 Drainage <br />
