Mountain House Master Plan Specific Plan I Mitigation Monitoring Program <br /> The following drainage mitigation measure from the Mountain House Master Plan and Specific Plan I Mitigation <br /> Monitoring Program are applicable to the proposed project. <br /> ► Mitigation Measure 4.4.3-1 (Maintenance of Detention Ponds). Any proposed plans for construction or <br /> grading which include a detention basin shall include a proposed schedule and description of necessary <br /> routine maintenance activities for such detention basin(s)(including access roads). The maintenance plans <br /> ` may be in the form of a general operations and maintenance manual or may be specific to the detention <br /> basin(s)for which constmction/grading plans are being submitted. <br /> College Park at Mountain House Specific Plan 1112004 <br /> The following measures from the College Park at Mountain House Specific Plan III are applicable to drainage. <br /> ` ► Implementation Measure 15.23(a).Each segment of the storm-drainage system shall be designed as needed <br /> to provide protection for each phase of development. <br /> ► Implementation Measure 15.23(c).Prior to submittal of any development permit a will-serve letter for <br /> storm drainage and flood control,will be obtained from the Mountain House CSD.The Mountain House CSD <br /> will condition the will serve letter to require the construction of necessary drainage facilities prior to <br /> occupancy of any structure or facility within the proposed development. <br /> Implementation Measure 15.2.3(d).All implementing storm drain projects shall comply with the applicable <br /> ` provisions of the: <br /> 1. Mountain House CSD Development Standards. <br /> 2. Mountain House Storm Water Master Plan Update and addenda. <br /> ` 3. Best Management Practices Handbook. <br /> Final Supplemental EIR for Delta College Center at Mountain House 2002 (Mitigation Measures) <br /> The following mitigation measures from the Final Supplemental EIR for Delta College Center at Mountain House <br /> are applicable to the proposed project. <br /> ► Mitigation Measure 4.7-1 (Drainage Improvements).Drainage improvements shall be designed in <br /> accordance with the MHCSD criteria,San Joaquin County Standards,and the Mountain House Master <br /> Drainage Plan.The District shall contribute to an update of the Master Drainage Plan to account for site <br /> development, and shall obtain a"will-serve"letter from MHCSD or Memorandum of Understanding(MOLT) <br /> for drainage facilities.The District shall be responsible for collecting surface runoff at the site and conveying <br /> it to adequate downstream storm drainage facilities.Because this is a new development, all drainage facilities <br /> must be properly designed and permitted by MHCSD.All drainage facilities that are to convey project site <br /> runoff from the site to connections with the facilities in Neighborhood F shall be in place before construction <br /> of the project site.If this is not feasible,temporary collection and conveyance facilities must be approved by <br /> MHCSD before construction is started on the site.The design of on-site and off-site infrastructure shall <br /> conform to all applicable design standards of MHCSD and San Joaquin County. <br /> Mitigation Measure 4.7-2(a) (NPDES Stormwater Regulations).The developer shall comply with all <br /> Phase 11 NPDES Stormwater regulations for"construction"activities as related to the project.In particular, <br /> the project grading plan shall include Drainage and Erosion-Control Plans to minimize the impacts from <br /> erosion and sedimentation during grading.This grading plan shall conform to all standards adopted by <br /> MHCSD and San Joaquin County and shall include,as a minimum,procedures such as: (1)protecting all <br /> finished graded slopes from erosion,using such techniques such as erosion-control matting and hydroseeding; <br /> College Park at Mountain House Specdic Plan III Draft EIR EDAW <br /> San Joaquin County 4.7-9 Drainage <br />
