Update(MHCSD 2003)included additional drainage improvements and water quality measures,and the Specific <br /> r Plan III Amendment to the Stormwater Master Plan Update(MacKay& Somps 2004)has carried these <br /> requirements forward as conditions of development for the proposed project. <br /> The MHCSD subsequently adopted an SWMP in 2001 for compliance with requirements of the MHMP and <br /> federal Phase 2 NPDES municipal stormwater permit rules that were anticipated,yet not officially promulgated at <br /> that time(West Yost and Associates 2001).The MHCSD has identified a suite of BMPs and measurable goals to <br /> address the specific stormwater problems identified within the development.The MHCSD is responsible for <br /> �- review and approval of proposed drainage improvements at Mountain House.The SWMP includes general BMP <br /> requirements as follows: <br /> ` The amount of impervious area in the community that is directly connected to the stormwater drainage system <br /> will be minimized and setbacks from environmentally sensitive areas will be provided.Where possible,runoff <br /> will be directed to landscaped areas,buffer strips,and swales to promote filtering and infiltration of stormwater. <br /> r <br /> Each commercial and industrial business will prepare a materials management plan before issuance of <br /> building permits to control the use, storage,and disposal of chemicals that could pollute runoff. <br /> ` Each commercial and industrial business will prepare a spill prevention and cleanup plan before the issuance <br /> of building permits to minimize the risk of spills during outdoor handling and transport of chemicals, and to <br /> contain and rapidly clean up spills to prevent toxic substances from entering the drain system. <br /> Illegal dumping regulations will be adopted and enforced. <br /> .. An illicit connection regulation shall be adopted and enforced to prevent connections to the stormwater <br /> drainage system that discharges material other than rainfall runoff. <br /> A street/storm sewer maintenance program will be developed for the removal of pollutants from paved areas <br /> and to maintain the function of various storm drain components. <br /> Site specific BMPs will be required for industrial and commercial businesses that generate polluted runoff <br /> that differs in concentration and/or content from residential runoff.These activities may be required to treat <br /> on-site runoff before discharge into the public stormwater drainage system. Site-specific BMPs shall include, <br /> but not be limited to, water quality ponds, catch basin filters,and vortex separators. <br /> Regional BUT treatment processes shall be required for the community.Possible regional BMPs include,but <br /> shall not be limited to, extended detention basins, wet detention basins,and/or wetland bottom channels. <br /> The MHCSD requires industrial and commercial properties to implement BMPs before discharge into the storm drain <br /> system.This will require the industrial and commercial properties along Mountain House Parkway and at the south end <br /> of College Park to have individual water quality ponds and/or other water quality control devices such as catch basin <br /> filters,vortex separators,oil/grease separators,or other suitable means as approved by the MHCSD.All stormwater <br /> must pass through these treatment measures and continue to the water quality basin facilities. <br /> Final EIR for the Mountain House Master Plan and Specific Plan 11994 (Mitigation Measures) <br /> The following water quality mitigation measures from the Final EIR for the Mountain House Master Plan are <br /> applicable to the proposed project. <br /> Mitigation Measure M4.74.The following Implementation is recommended for inclusion under Objective 3 <br /> in Primary Storm Drain Collection System(Appendix C): <br /> m College Park at Mountain House Specific Plan III Draft EIR EDAW <br /> San Joaquin County 4.8-7 Water Quality <br />
