oil settled to the east and northeast of the rupture following the crop lines and topography.The incident caused <br /> localized soil contamination which is currently being assessed/remediated under Central Valley Regional Water <br /> Quality Control Board(RWQCB)oversight.No contamination from this accident extended to the College Park <br /> site(MacKay&Somps 2005). <br /> RESULTS OF THE RECORD SEARCH <br /> Environmental Data Resources Inc. (EDR)performed a computer-generated database search of recorded <br /> hazardous materials use,storage, and contamination sites within a 1-mile radius of the project site.These <br /> databases contain records kept by federal, state,and local agencies responsible for permitting the use,transfer, <br /> storage,and disposal of hazardous materials and for recording incidents of contamination. See the Phase I ESAs, <br /> Appendices M and N of this Draft EIR, for a list of the databases searched and a description of each. <br /> The records search identified 22 database listings representing a total of 16 hazardous materials sites within a <br /> I-mile radius of the project site and off-site infrastructure locations (Figure 4.9-2 and Table 4.9-1).None of the <br /> sites occur on the College Park site.Five of the sites identified(Sites#3, 6,7,9a,and 9b)occur in the proposed <br /> off-site infrastructure locations.Each of these five sites is described below. <br /> Y Sites #3 and#01700 West Bethany Road (Mountain House WWTP) <br /> These hazardous materials sites occur at the Mountain House W WTP property where a recycled water pipeline is <br /> ` proposed as part of the College Park project from the W WTP to the Pombo property.The W WTP is a waste <br /> discharge system,and is thus fisted in the California Water Resources Control Board Waste Discharge System <br /> (SWRCB WDS)database(Site#6).There are no violations(leaks,releases)associated with this listing.However, <br /> the W WTP is also listed in the Emergency Response Notification System(ERNS)database(Site#3)as the site of <br /> an oil or hazardous materials release,most likely to waters of the United States(Mountain House Creek).The <br /> records for this site do not identify the status of this case(i.e.,the site has not been identified as"no corrective <br /> action required"or"case closed,"and thus this case may still be active).It is thus considered to represent a <br /> potential health and safety risk. <br /> Site#7 - Grant Line Road/Mountain House Parkway (Shell Pipeline) <br /> This hazardous materials site occurs at the intersection of Grant Line Road and Mountain House Parkway where <br /> roadway and intersection improvements are proposed as part of the College Park project.This site is the location <br /> of a former Shell crude oil pipeline that is believed to have been abandoned in place. The site is listed in the <br /> SWRCB Spills,Leaks, Investigations, and Cleanup(SLIC)database as the site of a petroleum hydrocarbon leak <br /> for which a preliminary assessment is underway.It is thus considered to represent a potential health and safety <br /> risk. <br /> Site #9a-19720 Grant Line Road <br /> This hazardous materials site occurs on the north side of Grant Line Road,approximately half way between <br /> Mountain House Parkway and the Alameda County line and upon which widening of Grant Line Road is <br /> proposed as part of the College Park project.This site is listed in the Resource Conservation and Recovery <br /> Information System(RCRIS)and Facility Index System/Facility Identification Initiative Program Summary <br /> Report(FINDS)databases as a small quantity generator,which means small amounts of hazardous materials are <br /> handled,used and stored at the site(most likely associated with agricultural operations).The records for this site <br /> indicate no violation and no action required.
