Regulations adopted by CDE require minimum distances between new schools and the edge of <br /> transmission line rights-0f-way. The setback guidelines are: <br /> • 100 feet from 50-to 133-kVA lines, — <br /> • 150 feet from 220-to 230-kVA lines,and <br /> • 350 feet from 500-to 550-kVA lines. <br /> These requirements were not based on specific health effects,but on the prudent rationale that the EMF _ <br /> drops to background levels at the specified distances(CPUC 2003). The state does not have setback <br /> requirements from electrical transmission lines for non-school uses(residential, office,commercial, <br /> parks).The San Joaquin County MHMP requires a minimum setback from the edge of the Rio Oso—Tesla <br /> powerline easement for various land uses. The setback requirements are: <br /> • Residential dwelling units 25 feet — <br /> • Non-residential dwelling units 10 feet <br /> • Parking and storage areas No setback <br /> REGIONAL AND LOCAL REGULATIONS <br /> San Joaquin County General Plan 2010 _ <br /> The San Joaquin General Plan contains the following relevant public health and safety policies that are <br /> applicable to the proposed project. — <br /> Community Development Element <br /> Infrastructure Services, Implementation 1)(3).The County shall require disclosure of potential — <br /> health effects associated with electromagnetic fields and PCB-contaminated electrical equipment in <br /> residential development proposals. <br /> • Public Health& Safety,Implementation E(8)(b).The County shall pursue site clean-up of sites <br /> contaminated with hazardous materials. If the state or federal government does not clean up a <br /> contaminated site in a timely manner,the County shall consider undertaking or compelling private <br /> part of the cleanup. <br /> Public Health and Safety Element <br /> Implementation F(3).Businesses which use hazardous materials on the premises shall designate an <br /> individual or individuals as emergency coordinators,prepare an emergency plan, and ensure that all <br /> employees understand the potential for accidents and the appropriate response. <br /> Mountain House Master Plan 1994 <br /> The following relevant public health and safety measures and policies from the Mountain House Master <br /> Plan are applicable to the proposed project. <br /> Potential Site Hazards <br /> Fuel Lines and Pipelines (Section 6.8.1.Policy 6.8.61a11.
