Fuel Lines and Pipelines (Section 6.8.1,Policy 6.8.6[b]). A Pipeline Safety Plan shall be included <br /> in the"Emergency Preparedness Plan"and shall comply with the requirements of the San Joaquin <br /> County Office of Emergency Services.This plan shall include, at a minimum, a program for <br /> compliance with implementation measures of this section. <br /> Other Potential Hazards(Section 6.8.4,Policy 6.8.4[al).Potential hazards existing on the site shall <br /> be identified and avoided as part of the community development. Such hazards include abandoned <br /> gas exploration wells, and agricultural facilities and canals. <br /> Specific Plan Requirements(regarding Public Health&Safety)(Section 6.13) <br /> The following requirements shall be adhered to for development in the MHMP area(including the College <br /> Park project site): <br /> Implementation 6.13(f)-Pipeline Site Assessments. For areas located within 500 feet of any <br /> pipeline,a preliminary site assessment shall be prepared before submittal of each Specific Plan by a <br /> _ qualified professional in compliance with the requirements of the County Environmental Health <br /> Department. If contamination is identified, an investigation and remediation shall be undertaken in <br /> accordance with the requirements of the County and the RWQCB. <br /> Implementation 6.13(g)-Mapping of Pipelines.For areas located within 500 feet of a pipeline, <br /> more detailed and accurate mapping of the pipelines shall be provided and the potential impact of the <br /> fuel lines on the area shall be assessed. <br /> Implementation 6.13(j)-Residential Setbacks from Powerlines. Additional setbacks for <br /> residential uses shall be established if future research indicates that such setbacks are necessary to <br /> ensure public health and safety. Each Specific Plan adjacent to the Rio Oso-Tesla easement that <br /> contains residential development(i.e.,Neighborhoods A, B and D) shall include an analysis of <br /> potential EMF hazards for residential uses using the best available information.If indicated, <br /> a appropriate setbacks from the powerline easement shall be established for these neighborhoods at the <br /> Specific Plan stage. <br /> Final EIR for the Mountain House Master Plan and Specific Plan 11994 (Mitigation <br /> Measures) <br /> The following relevant pubic health and safety mitigation measures from the Final EIR for the Mountain <br /> House Master Plan are applicable to the proposed project. <br /> Mitigation Measure M4.10-1 <br /> (a) The following Implementation should be included under Objective 2 in Potential Site Hazards <br /> (Appendix C): <br /> "b) In anticipation of the development of specific areas,pesticide and/or herbicide applications <br /> shall be reduced or eliminated six months prior to Development Permit submittal." <br /> (b) The following Implementation under Objective 2 in Potential Site Hazards(Appendix C)should <br /> be added: <br /> "c) Aerial spraying shall be restricted within 500 feet of the nearest dwelling along the western <br /> site boundary." <br /> College Park at Mountain House Specific Plan III Draft EIR EDAW <br /> San Joaquin County 4.9-17 Public Health and Safety <br />
