The College Park developers shall.implement the following measures: — <br /> Project grading, excavation, and other earth-moving activities at the project site and off-site <br /> infrastructure locations shall be monitored at the County's discretion by qualified hazardous materials _ <br /> experts(either qualified County staff or consultants)for signs of potential pesticide,hydrocarbon,or <br /> other contamination.If the County or consultants observe soil discoloration,noxious odors,or other <br /> signs of potential contamination,Phase H testing(excavation,laboratory testing of soil,possibly <br /> groundwater testing) shall be undertaken, and any recommendations made by the consultants shall be <br /> implemented. <br /> The ASTs,USTs, and dairy waste ponds at the project site shall be removed under the supervision of — <br /> qualified hazardous materials experts in accordance with applicable regulations and removal permit <br /> requirements from the County Environmental Health Department.The soil underlying these facilities <br /> shall be sampled and tested by the experts.
