The proposed project is not a heavy industrial,power plant,W NTP,or other project where large amounts <br /> of hazardous materials would be used, stored,handled,or transported,and thus the potential for upset and <br /> accident conditions at the project site involving hazardous materials is minimal.Furthermore,the use, <br /> handling and transport of the small quantities of chemicals,cleaning solutions, fuels, and other hazardous _ <br /> materials typically associated with the types of uses proposed under the College Park project would be of <br /> a small scale and are highly regulated.Therefore, a less-than-significant impact would occur. <br /> The project would include grading,excavation, and other earth moving activities in close proximity to the <br /> four existing natural gas pipelines and one existing crude oil pipeline identified in Figure 4.9-3 and would <br /> occur in close proximity to one petroleum and two natural gas pipelines crossing under Grant Line Road <br /> just east of the Alameda-San Joaquin County line.Project construction activities could potentially <br /> damage,puncture,or sever these pipelines,resulting in the potential release of natural gas or crude oil, <br /> contamination of soil or surface water, and human exposure.However, the MHMP Section 6.8.1 and <br /> Delta College Mitigation Measure 4.9-1 require that appropriate plans, operating procedures,and - <br /> safeguards be undertaken to reduce the potential for safety hazards in the area of the pipelines,that a <br /> Pipeline Safety Plan be prepared,and that construction activities within 500 feet of the pipelines be <br /> coordinated with PG&E and Chevron. Compliance with these requirements would avoid significant upset <br /> and accident conditions.A less-than-significant impact would occur. <br /> Mitigation Measure 4.9-2: Public Health and Safety-Expose People to Hazardous Materials Associated with <br /> Upset and Accident Conditions. <br /> No mitigation is required. <br /> IMPACT Public Health and Safety-Emit Hazardous Emissions or Handle Hazardous Materials within one- <br /> 4.9.3 quarter Mile of a School. The proposed project would be located in on-quarter mile of planned/proposed <br /> schools,but would not generate hazardous emissions or handle large quantities of hazardous materials. A <br /> iess•than•significant impact would occur. <br /> The proposed project would include residential, limited industrial,office,neighborhood commercial, and <br /> park uses within one-quarter mile of two K-8 schools proposed as part of the College Park project. <br /> However,the proposed project would not accommodate heavy industrial uses,power plants,W Vi Ps, or <br /> other uses that could generate hazardous emissions or include the handling of large quantities of - <br /> hazardous materials. A site assessment would be conducted for the proposed school sites. The assessment <br /> and appropriate analysis would be conducted in accordance with the CDE requirements and would be <br /> under separate CEQA documentation.Therefore,a less-than-significant impact would occur. - <br /> Mitigation Measure 4.9.3: Public Health and Safety-Emit Hazardous Emissions or Handle Hazardous <br /> Materials within One-Quarter Mile of a School. <br /> No mitigation is required. <br /> IMPACT Public Health and Safety-Locate a School Site in an Area of Potential Hazards. One of the two <br /> 4.9.4 proposed K-8 school sites would be located in an area of potential hazardous conditions as defined by CEQA <br /> (Section 21151). The school would be located less than one-quarter mile from a potential source of hazardous <br /> emissions and a fixation where large amounts of hazardous materials may potentially be used and stored.A <br /> significant impact would occur. <br /> One of the two proposed K-8 school sites would be located on a current or former hazardous materials <br /> waste or solid waste disposal facility site, a listed hazardous materials site,the site of buried pipelines that <br /> EDAW College Park at Mountain House Specific Plan III Draft OR <br /> Public Health and Safety 4.9-32 San Joaquin County <br />
