carry hazardous substances,or in one-quarter mile of a facility that produces hazardous emissions or a <br /> roadway that produces heavy traffic emissions. This school would be located approximately 1,100 feet <br /> from the Lucky J Dairy which may be a source of hazardous emissions or may be a location where large <br /> L quantities of hazardous materials are used and stored.Therefore,a significant impact would occur. <br /> Mitigation Measure 4.9-4: Public Health and Safety—Locate a School Site in an Area of Potential Hazards. <br /> The College Park developers shall have a PEA prepared by a qualified hazardous materials consultant for <br /> the school located near the Lucky J Dairy,if required by CDE.The PEA shall be prepared in accordance <br /> with CDE and DTSC requirements and shall be reviewed and approved by CDE,DTSC,the San Joaquin <br /> " County Community Development Department(SJCCDD),and the Lammersville School District. If these <br /> agencies determine,based on the PEA,that the school site does not meet CDE siting requirements,the <br /> proposed school shall be developed at a different location within the College Park site, subject to <br /> clearance by a new PEA to be funded by the developers.If the new school site is required,the developers <br /> shall be responsible for processing the required amendment to the College Park Specific Plan III and <br /> obtaining and dedicating the new school site to the school district.The assessment and analysis would be <br /> conducted in accordance with CDE requirements and would be under separate CEQA documentation. <br /> Implementation of the above mitigation measure would reduce impacts associated with locating a school <br /> in an area of potential hazards to a less-than-significant level. <br /> IMPACT Public Health and Safety—Exposure to Pipeline Hazards. The proposed project would result in the <br /> 4.9-5 development of sensitive land uses in close proximity to existing natural gas and crude oil pipelines, and <br /> would expose persons to contamination or explosion hazards associated with the pipelines.A significant <br /> impact would occur. <br /> The proposed project would not result in the development of schools in close proximity of any pipelines <br /> (Figure 3-613).The nearest pipeline to the two proposed K-8 schools is Pipeline L176 which is located <br /> approximately 2,400 feet west of the proposed Neighborhood B school and beyond the CDE's 1,500- <br /> pipeline risk assessment requirement for schools. A less-than-significant impact would occur. <br /> The proposed project would not result in the development of residential uses in close proximity to the <br /> �► PG&E natural gas Pipelines LI 62A and L176 near Mountain House Parkway.The closest residential uses <br /> to these pipelines would be the medium-density residential(RM)proposed north of Grant Line Road and <br /> west of DeAnza Boulevard which would be located approximately 600 feet from Pipeline L176, and <br /> separated from the pipeline by proposed limited industrial uses. A less-than-significant impact would <br /> occur. <br /> The proposed project would result in the development of land uses in close to PG&E natural gas Pipelines <br /> L401 and L002,and to the existing Chevron crude oil pipeline CSFM 0499 which together bisect the project <br /> site in a 65-foot-wide PG&E-Chevron easement(Figures 3-6B and 4.9-3).An open space corridor is <br /> proposed in the easement,and limited industrial and neighborhood commercial uses are proposed adjacent <br /> to the easement.Residential uses would also be developed on both sides of the easement,although a setback <br /> to residential structures beyond the easement containing the pipelines is proposed.In accordance with <br /> MHMP Section 6.13,detailed mapping of the pipelines was undertaken by MacKay&Somps in 2004,and <br /> a pipeline risk analysis was prepared by J House Environmental(Appendix K)in 2004 to evaluate the <br /> potential contamination and explosion safety hazards posed by these and the other pipelines in the vicinity <br /> of the project site. <br /> College Park at Mountain House Specific Plan III Draft EIR EDAW <br /> San Joaquin County 4.9-33 Public Health and Safety <br />
