eliminated in favor of a boat launch ramp and day use parking lot for the private use of the <br /> residents of the new community. This facility could be fashioned along the lines of other San <br /> Joaquin County public use ramps and picnic areas such as those located off Manley Road in the <br /> Mossdale area and at the end of Dos Reis Road west of Lathrop. This mitigation would provide <br /> easy access to the Delta system for the residents of Mountain House New Town while at the same <br /> r time eliminate many of the potential hazards to the Old River aquatic system caused by a marina <br /> operation. Recommended further study shall be conducted as part of the environmental review <br /> for the specific plan encompassing the marina area." <br /> (b) Implementation(b) for Objective 9 of Parks and Recreation(Appendix C) should be expanded to include <br /> provisions to minimize disturbance to fish and wildlife habitat of Old River,prevent water quality <br /> degradation, and conduct further detailed surveys for special-status taxa as recommended in Mitigation <br /> Measures 4.114(a),(b),and(c). <br /> (c) To minimize disturbance to wildlife and riparian habitat along Old River,the following should be <br /> included at the end of Implementation(f)for Objective 6 of Parks and Recreation section(Appendix C): <br /> .This shall include signage along the length of the site fronting Old River,limiting boat speeds to <br /> 5 mph to prevent disturbance to wildlife and riparian habitat." <br /> Mitigation Measure M4.11-8 <br /> (a) Detailed field surveys of any proposed off-site mitigation locations should be conducted by a qualified <br /> biological consultant to determine the presence of any special-status taxa, sensitive natural communities, <br /> or wetland resources. Surveys for special-status taxa should focus on the presence of critical habitat <br /> features (i.e.,nest and den locations of highly mobile species, and breeding habitat for amphibians and <br /> insect taxa of concern)which could be adversely affected by construction of the wastewater storage <br /> ponds,conveyance pipelines, and other improvements. If sensitive resources are encountered,proposed <br /> improvements should be modified, and as necessary,to provide compliance with the state and federal <br /> Endangered Species Acts,a habitat protection plan should be prepared by a qualified biologist in <br /> consultation with representatives of the USFWS and DFG. These provisions could include appropriate <br /> setbacks and construction restrictions from a nest or den during the breeding season for the taxa of <br /> concern, or relocation of proposed structural improvements such as storage ponds or pipeline alignments. <br /> (b) Also refer to mitigation measures in Section 4.4.2 of this DEIR, Wastewater, for additional provisions to <br /> adequately monitor and adjust the proposed effluent reuse plan to prevent excessive levels of salts and <br /> metals in wastewater irrigation. <br /> Mountain House Master Plan and Specific Plan I Mitigation Monitoring Program <br /> The MHMP Mitigation Monitoring Program(MMP) does not include any biological resources mitigation <br /> measures that are relevant to implementation of the College Park project. All measures in the MMP are specific <br /> to areas outside the College Park site,including Mountain House Creek and Old River. <br /> College Park at Mountain House Specific Plan 111 2004 <br /> The following measures from the College Park at Mountain House Specific Plan III are applicable to biological <br /> resources. <br /> Implementation Measure 7.3.3(a).
