SIGNIFICANT IMPACTS IDENTIFIED IN THE MOUNTAIN HOUSE MASTER PLAN AND <br /> SPECIFIC PLAN 1 FINAL EIR <br /> The MHMP EIR identified the following significant biological impacts before mitigation associated with <br /> implementation of the MHMP: <br /> Project implementation would result in the elimination of over 4,000 acres of agricultural land and associated <br /> wildlife habitat on the site; <br /> Project implementation would result in the elimination of suitable on-site foraging and dispersal habitat for <br /> San Joaquin kit fox; <br /> Project implementation would result in the elimination of all existing and potential on-site foraging habitat for <br /> Swainson's hawk; <br /> Proposed development would affect other special-status taxa; <br /> The project would block the movement of most terrestrial species between the eastern base of the Altamont <br /> Hills and the Delta farmland region to the east; <br /> Development of the project site would eliminate seasonal wetlands and temporarily flooded areas, such as <br /> irrigated pasture and drainage swales; <br /> Off-site improvements, such as the raw water conveyance pipeline and pumping facilities,wastewater storage <br /> ponds, and application of wastewater irrigation,would adversely affect sensitive biological resources. <br /> 4.10.3 SIGNIFICANCE THRESHOLDS <br /> The proposed project would result in significant impacts on biological resources if it would: <br /> have a substantial adverse effect on any riparian habitat or other sensitive natural community identified in any <br /> local or regional plans,policies,or regulations, or by DFG or USFWS; <br /> have a substantial adverse effect, either directly or through habitat modifications,on any species identified as <br /> a threatened, endangered,candidate, sensitive, or special-status species by DFG,USFWS, or NOAA Fisheries <br /> or in any local or regional plans,policies,or regulations designed to protect biological resources, including <br /> the MHMP and SJMSCP; <br /> have a substantial adverse effect on federally protected waters of the United States,including wetlands, as <br /> defined by Section 404 of the CWA,through direct removal, filling,hydrological interruption,or other <br /> means; <br /> interfere substantially with the movement of any native resident or migratory wildlife species or with <br /> established native resident or migratory wildlife corridors, or impede the use of native wildlife nursery sites; <br /> conflict with any policies, ordinances, or habitat conservation plan,adopted for the purpose of protecting <br /> _ biological resources(i.e.,MHMP, SJMSCP); <br /> substantially reduce the habitat of a fish or wildlife species; cause a fish or wildlife population to drop below <br /> self-sustaining levels;threaten to eliminate a plant or animal community; or substantially reduce the number <br /> or restrict the range of an endangered,rare, or threatened species; or <br /> College Park at Mountain House Speck Plan III Draft EIR EDAW <br /> San Joaquin County 4.10-29 Biological Resources <br />
