IMPACT Biological Resources—Tree Removal. The proposed project would result in the removal of approximately <br /> 4.1a11 220 trees(including 188 mature trees associated with the proposed widening of Grant Line Road). These <br /> trees are not special-status species, not trees protected by federal and state regulations, and not trees <br /> protected under the San Joaquin County General Plan 2010 or Development Title. A less-than-significant <br /> impact would occur. <br /> The project site and off-site infrastructure sites contain approximately 220 trees,including California black <br /> walnut,American elm,black locust,English walnut,Australian pine,eucalyptus,ash,pine,mulberry, and almond <br /> trees. The proposed project(primarily the proposed widening of Grant Line Road)would remove most(188 <br /> mature trees) of these trees. Although the removal of these trees could result in significant impacts to nesting <br /> birds as discussed under previous impacts,these trees are not special-status species, are not protected by federal <br /> and state regulations, and are not oak or heritage trees which are protected under the San Joaquin County General — <br /> Plan and Development Title. <br /> MHMP Section 7.3.7(Tree Mapping and Conservation Policy)indicates that`Existing healthy mature trees, <br /> particularly those located along Mountain House Parkway and Grant Line Roads,shall be preserved and <br /> incorporated into the landscape design of the community to the greatest extent practical." Based on a tree survey <br /> conducted by EDAW, 188 trees,primarily mature walnut trees along Grant Line Road,represent mature trees in <br /> good condition and thus are encouraged to be preserved under MHMP Section 7.3.7. The MHCSD has - <br /> determined that relocation of Grant Line Road under the proposed project, such that removal of the trees would be <br /> avoided, is infeasible. Relocations to the north would be infeasible because: <br /> • the northern properties are not owned by the project applicants or the County; <br /> • bridges over the California Aqueduct and Delta—Mendota Canal,combined with the location of Grant Line <br /> Village and the new improvements at the Grant Line Road and Mountain House Parkway intersection,tie the <br /> roadway to its present location; and <br /> • existing residential and agricultural uses north of Grant Line Road would require removal. <br /> Relocation to the south would be infeasible for the latter two reasons. In both cases,relocation would be <br /> inconsistent with the San Joaquin County General Plan and the MHMP,which planned for widening of Grant — <br /> Line Road at its current location. <br /> The removal of trees associated with the proposed project would represent a less-than-significant impact with — <br /> respect to tree removal because,although encouraged to be preserved under the MHMP,the trees are not <br /> considered special-status,protected under federal or state regulations,or protected under the San Joaquin County <br /> General Plan 2010. Please refer to Section 4.11,"Visual Quality,"for a description of MHCSD-required _ <br /> landscaping that would be implemented,including tree replanting. <br /> Mitigation Measure 4.10.11: Biological Resources—Tree Removal _ <br /> No mitigation is required. <br /> IMPACT Biological Resources—Possible Effects on Biological Resources from Implementation of Off-Site <br /> 4.1a12 Infrastructure Improvements. The proposed project includes proposals for off-site infrastructure <br /> improvements. Construction of these infrastructure improvements could adversely affect Swainson's hawk, <br /> burrowing owl, other nesting raptors,loggerhead shrike, California homed lark, San Joaquin kit fox, and <br /> jurisdictional waters of the United States. Implementation of the biological resources requirements of the <br /> MHMP, MHMP EIR MMP, College EIR, and SJMSCP would minimize these impacts, but not all potential <br /> adverse effects would be adequately reduced.
