The proposed project includes various off-site infrastructure improvements,including drainage,water,and wastewater <br /> pipeline extensions;water pumps;Grant Line Road and Mountain House Parkway widening;Grant Line Road/I-205 <br /> interchange improvements;Water Quality Basin No. 1 expansion;and a 30-acre treated wastewater storage pond on the <br /> Pombo property(see Figures 3-12 through 3-15 in Chapter 3,"Project Description"). <br /> Special-status plants and suitable habitat for California red-legged frogs exist within Mountain House Creek. The <br /> proposed widening of the Grant Line Road bridge over the creek could result in potential loss of special-status plants, <br /> and could adversely affect the frogs,if construction activity were to occur within the bed or banks of the creek. <br /> Suitable nesting habitat for Swainson's hawk,burrowing owl,other nesting raptors, loggerhead shrike, and <br /> California homed lark is present on and adjacent to the off-site infrastructure areas(i.e.,off-site pipeline routes <br /> north of College Park,Grant Line Road,Mountain House Parkway, Grant Line Road/I-205 interchange,Water <br /> Quality Basin No. 1,Pombo property). Construction of these off-site infrastructure improvements at these <br /> locations could result in direct destruction of active nests or disturbance of nesting pairs,potentially resulting in <br /> nest abandonment and loss of eggs or young. <br /> Widening of Grant Line Road could result in temporary impacts to and/or loss of jurisdictional waters of the <br /> United States. <br /> Implementation of the biological resources requirements of the MHMP,MHMP EIR,MHMP MMP,Delta <br /> College EIR,and SJMSCP at the off-site infrastructure improvement locations would minimise impacts to the <br /> species mentioned above,and in some cases reduce these impacts to a less-than-significant level(i.e., Swainson's <br /> hawk). However,implementation of the requirements of the above would not reduce all biological resources <br /> impacts associated with development of the proposed off-site facilities to less-than-significant levels(see previous <br /> impacts for discussion). Furthermore,the above requirements do not apply to those off-site improvement sites <br /> located in Alameda County(Grant Line Road widening and Grant Line Road/I-205 interchange improvements). <br /> Therefore, a potentially significant impact could occur. <br /> Mitigation Measure 4.10-12: Biological Resources--Possible Effects on Biological Resources from Implementation <br /> of Off-Site Infrastructure Improvements <br /> San Joaquin County <br /> For those off-site improvements proposed in San Joaquin County,the College Park developers shall implement <br /> Mitigation Measures 4.10-5,4.10-6,4.10-7,4.10-9, and 4.10-10. <br /> Alameda County <br /> For those off-site improvements proposed in Alameda County,the College Park developers shall implement the <br /> measures identified below: <br /> Special-Status Plants <br /> • Before any ground-disturbing or vegetation-clearing activities, a qualified botanist shall conduct surveys <br /> for the special-status plant species identified in Table 4.11-1. Surveys shall be conducted at the <br /> appropriate time,when the target species would be in flower and therefore clearly identifiable(i.e., <br /> blooming period) and in all areas of suitable habitat that would potentially be disturbed.
