Byron Road is a two-lane Waal road that runs parallel to the Southern Pacific Railroad(SPRR)line and cuts across <br /> the northern portion of the Mountain House community. It provides access to downtown Tracy to the east and <br /> Contra Costa County to the west. _ <br /> Von Sosten Road is also a two-lane rural road that runs parallel to Grant Line Road just north of I-205.The <br /> alignment connects with Mountain House Parkway to the west and Byron Road to the east. <br /> EXISTING (2003) TRAFFIC CONDITIONS <br /> Existing freeway traffic conditions were obtained from the California Deparhnent of Transportation(Caltrans)report <br /> 1003 Trafc Volumes on the California State Highway System(Caltrans 2003).The 2003 Caltrans volume report <br /> indicates that the annual average daily traffic volumes on I-205 are 110,000 vehicles per day(vpd)east and west of <br /> Mountain House Parkway. The peak-month average daily traffic volumes are 115,000 vpd east and west of <br /> Mountain House Parkway.Truck travel on I-205 is relatively high(approximately 15%)in the project study area. <br /> The existing peak-hour,peak-directional volume on I-205 in the vicinity of Mountain House Parkway is <br /> approximately 6,900 vehicles per hour(vph).The 2010 projection for the peak hour in the MHMP EIR(page <br /> 4.11-24)is 6,720 vph on I-205 to the west of Mountain House Parkway.Therefore,the projected 2010 peak-hour <br /> volumes have already been realized as of 2003. <br /> Traffic-flow conditions are commonly expressed in terms of level of service(LOS),which is defined by a range <br /> from LOS A(best)to LOS F(worst). LOS A denotes free-flow conditions with little or no restrictions to driver <br /> behavior.LOS F denotes jammed traffic-flow conditions with intolerable delays and backups during the peak ` <br /> hour.
