Policy 6.Parcels to be developed in communities shown on the General Plan Map shall have frontage on <br /> roads built to County standards. <br /> Policy 7.Development shall provide all right-of-way and on-site improvements necessary to serve the <br /> development and mitigate off-site impacts triggered by the development. <br /> Policy 8. On Minor Arterials and roadways of higher classification,the County shall maintain a Level of <br /> Service(LOS)no lower than"D"at all intersections and the following on the throughway: <br /> (a) on state highways,LOS D; <br /> (b) with a city's sphere of influence,LOS D, or LOS C when the city plans for that LOS or better; <br /> (c) on Mountain House Gateways, as defined in the MHMP,LOS D; and <br /> (d) on other roads,LOS C. <br /> Public Mass Transit <br /> Policy 5.All major developments shall have provisions for transit. <br /> Bicycles <br /> ► Policy 2.New development shall include appropriate bicycle facilities: <br /> (a) Adequate bicycle access shall be provided <br /> (b) Off-street shared pedestrian/bicycle paths shall be considered in large developments. <br /> (c) Bicycle parking and/or storage facilities shall be provided in the following areas:convenience, <br /> neighborhood and community commercial. Employment centers,educational facilities,recreation <br /> facilities,and park-and-ride lots. <br /> Policy 4.Roads planned as part of the bicycle route system shall: <br /> (a) be constructed with bicycle safety considered, <br /> (b) have bridges with adequate widths for bicycles, <br /> (c) have adequate width to accommodate bicycle travel without the necessity of traveling in a gutter or on an <br /> unimproved shoulder,and <br /> (d) have traffic sensors that respond to bicycles. <br /> Mountain House Master Plan 1994 <br /> The MHMP presents provisions for transportation service and facilities,public transit,transportation demand <br /> _ management, and land use planning strategies that reduce reliance on single occupant autos for trips.The MHMP <br /> identifies implementation measures and development phasing to develop a roadway network to support the <br /> development of the Mountain House community. Implementation measures include conducting traffic studies and <br /> improvements for regional(gateway)roadways and county arterials.
