The RTP divides desired transportation improvements between Tier 1 (anticipated to be funded) and Tier 2 (no <br /> funding currently identified).Tier 1 actions proposed under the RTP for the Mountain House area include <br /> preparing a PSR for the I-205 interchange at Mountain House Parkway(the PSR has been approved)and <br /> preparing environmental studies and design engineering work for the widening of I-205 between Eleventh Street <br /> and I-5 (the project is funded and slated for construction in summer 2005). <br /> San Joaquin General Plan 2010 <br /> The San Joaquin County General Plan contains numerous transportation policies generally calling for County <br /> support for integrated regional planning and development of transportation systems; the promotion of safe <br /> transportation systems; and the reduction of dependency on automobiles,reductions of automobile trips, and <br /> commute alternatives that will reduce peak-hour traffic congestion.The following are the more specific <br /> transportation policies that are applicable to the proposed project. <br /> Transportation System Design and Management <br /> ► Policy 7.Transportation systems shall be designed to conserve energy resources and minimise air pollution. <br /> ► Policy 8. Development shall provide transportation system improvements necessary to serve the development. _ <br /> Transportation Coordination with Land Use <br /> Policy 1.The transportation system shall support the attainment of desired land use patterns. — <br /> Policy 2.Transportation improvements shall be scheduled to coordinate with land use development and <br /> transportation demand.Transportation investments and service capacity shall be planned to correspond to the <br /> development and travel demand identified by plans of local communities. <br /> Policy 3.Transportation needs and access shall be considered when locating land uses. — <br /> Policy 4.High-density and commercial development shall be supported next to inter-modal transit facilities. <br /> Policy 5.Employment centers and commercial areas shall be planned in close proximity to residential areas to <br /> reduce transportation distances. <br /> Policy 6.Land use planning shall promote the use of public transit,bicycles,and other alternatives to the — <br /> personal automobile. <br /> Roadways — <br /> Policy 2.The road system design shall consider the function of each road and include an adequate number of <br /> roads,properly spaced and functionally related. <br /> Policy 3.The use of freeways for local commute traffic within communities should be minimized. <br /> Policy 4.Roadway improvements shall be coordinated with regional plans.Roadway improvements shall be <br /> guided by the countywide Regional Transportation Plan and Regional Transportation Improvement Plan <br /> Program,the Congestion Management Program,and the Measure K Strategic Plan Funding Program. <br /> ► Policy 5.Variations in the alignment of designated roadways shall be considered in conformity with the Plan <br /> if the alignment does not result in traffic safety problems or reductions in needed capacity, does not constrain <br /> the proper development of contiguous properties, and does not conflict with or preempt other Plan-specified — <br /> uses or facilities,or if the alignment is in conformance with an adopted Special Purpose Plan or Specific Plan. <br /> EDAW College Park at Mountain House Specific Plan III Draft EIR — <br /> Transportation 4.11-10 San Joaquin County <br />
