Link-level analysis for Grant Line Road shows that the City of Tracy's programmed improvements for a four-lane <br /> high-capacity roadway(in the Tracy Roadway Master Plan)are expected to adequately serve projected future <br /> 2025 traffic volumes. <br /> Grant Line Road west of Altamont Pass Road is projected to carry a substantial amount of traffic because of traffic <br /> being diverted from the freeway.The link volumes are expected to be near capacity.However,Grant Line <br /> Road/Mountain House Parkway and Grant Line Road/Altamont Pass Road are expected to operate at LOS D or better <br /> with intersection improvements as recommended in the analysis.A four-lane road would be required from Mountain <br /> House Parkway to the I-580 interchange.Such a road widening is proposed as part of the College Park project. <br /> According to the County and MHCSD adopted agreements,the MHTIF/County TIMF/Offset Program will fund <br /> the improvements of Grant Line Road between the Alameda county line and its intersection with I-580. <br /> For Eleventh Street east of I-205,the road has been widened to six lanes to increase its capacity to accommodate <br /> the projected 2025 traffic volumes to within LOS C.As indicated in the MHMP EIR Eleventh Street between <br /> Corral Hollow Road and Tracy Boulevard needs to be upgraded to increase its capacity.A section of the street <br /> just east of Corral Hollow Road is a six-lane road. Safety and operational improvements(to increase capacity to <br /> 1,900)and intersection improvements are required at Eleventh Street/Corral Hollow Road and Eleventh <br /> Street/Tracy Boulevard.Developments in Mountain House will pay their fair share of these improvements <br /> through participation in the County TAU/Offset Program. <br /> _ Despite the implementation of safety and operational improvements on Altamont Pass Road west of Grant Line <br /> Road,this roadway segment is expected to operate at LOS F after mitigation,which is similar to the results <br /> identified in the MHMP EIR. Therefore,the cumulative traffic effect on this segment would be significant. <br /> However,the proposed intersection mitigation(see Table 4.11-6)would enable the intersection of Altamont Pass <br /> Road/Grant Line Road to operate at acceptable LOS C. <br /> In addition,the widening of Byron Road to four lanes east of Grant Line Road is expected to reduce congestion <br /> on this portion of this roadway,but this segment is expected to operate at LOS D following mitigation.The <br /> MHMP EIR analysis indicated that this segment would operate at LOS C.The standard for this roadway segment <br /> is LOS C. Although the I-205/Lammers Road Interchange would likely reduce the traffic effect to an acceptable <br /> level on this segment(i.e.,LOS C),funding is not currently available for this improvement. Therefore,the <br /> cumulative traffic effect on this segment would be potentially significant. <br /> As noted above,a comparison of the LOS results shown in Table 4.11-12 indicates that 2025 with-project <br /> buildout with the I-205/Lammers Interchange would have less impact on most roadway arterials than the scenario <br /> without the I-205/Lammers Interchange.Table 4.11-12 also shows that the proposed extension of Lammers <br /> Expressway and the construction of the interchange would divert some future traffic from Byron Road.However, <br /> traffic impacts on the major freeways in the vicinity of the project would remain the same for the two scenarios, <br /> as shown in Table 4.11-13.As mentioned earlier,funding is currently not available for the construction of the <br /> Lammers Interchange,and only the PSR study is currently being conducted. <br /> Analysis of Intersection Operations—Future 2025 With Project <br /> The projected peak-hour turning movements at all study intersections are illustrated in Figures 4.11-10a and <br /> 4.11-10b for the 2025 with-project buildout without the I-205/Lammers Interchange.Figures 4.11-1 la and <br /> 4.11-1 lb show the turning-movement volumes for 2025 with-project buildout with the I-205/Lammers <br /> Interchange. <br /> College Park at Mountain House Specific Plan III Draft EIR EDAW <br /> San Joaquin County 4.11.41 Transportation <br />
