Summary of 2025 Cumulative Traffic Analysis for With-Project Conditions on Anticipated <br /> Network <br /> Under both scenarios(with/without Lammers/I-205 Interchange),all the proposed on-site and off-site project <br /> roadways would be built to accommodate projected traffic.It is anticipated that Great Valley Parkway,Central <br /> Parkway,and DeAnza Boulevard will be constructed to be four lanes(two lanes per direction).It is also anticipated <br /> that Mountain House Parkway from south of Mascot Boulevard to Von Sosten Road and Byron Road from south of <br /> Central Parkway to Henderson Road will be constructed to be six lanes(three per direction).Mountain House <br /> Parkway from south of Von Sosten Road to the freeway will be improved to an eight-lane section.The detailed left- <br /> and right-tum channelization for all the study intersections is shown in Figures 4.11-12a and 4.11-12b. <br /> Table 4.11-18 summarizes the mitigation for 2025 with-project buildout.The table summarizes roadway <br /> ` mitigation measures differentiated as follows:those initially identified in the MHMP EIR;those required by <br /> MHTIF/MHT MF;those required based on the current analysis of year 2025 with-project conditions;and <br /> improvements included as part of the proposed project.The lane configurations required at all the 47 study <br /> intersections to mitigate projected MHMP impacts are shown in Figure 4.11-13.The assumed roadway <br /> improvements are consistent with the buildout roadway assumptions of the MHMP. <br /> As a condition of approval of the Tentative Map for the proposed College Park project,the MHCSD would <br /> require the proposed project to implement roadway improvements based on triggering analysis.As mentioned <br /> earlier,Mitigation Measure 4.12-1(h)in the MHMP EIR requires that annual traffic monitoring and <br /> review/reporting be conducted to determine the progress of the required transportation improvements.In addition, <br /> based on the monitoring results,the County can adopt additional findings related to whether the adopted trigger <br /> points for transportation improvements and the project's fair share of costs should be revised to ensure the timely <br /> construction of needed improvements, as a condition of further development approvals. <br /> V <br /> As stated in the MHMP EIR,traffic congestion on Altamont Pass Road west of Grant Line Road and on segments of <br /> 1-205,1-580,and I-5 would remain a significant impact.The Mountain House Parkway/I-205 PSR has been <br /> approved and it is estimated that construction of this interchange could begin in mid-2005.The interchange <br /> improvement includes a six-lane overpass and loop on-ramp from southbound to eastbound on I-205.It is our <br /> understanding that the funding for the widening of I-205 from four to six lanes has been approved for the next fiscal <br /> year.This will be a substantial improvement to the existing condition.hr addition to the significant impact on these <br /> roadways,the current analysis shows that Byron Road east of Grant Line Road may operate at LOS D.Because the <br /> standard for this segment is LOS C,this would be a potentially significant impact.Traffic effects on this roadway <br /> were projected to be at LOS C in the MHMP EIR with implementation of the approved roadway improvements. <br /> Mitigation Measure 4.11-1:Transportation—Effects on 2025 Cumulative With-Project Conditions on Anticipated <br /> w <br /> Network. <br /> For consistency with previously adopted roadway standards,the County shall extend the standard of LOS D to the <br /> segment of Byron Road east of Grant Line Road. <br /> Because Byron Road is a major regional arterial serving the area,the County shall extend implementation of <br /> MHMP EIR mitigation M 4.12-5(e)to apply to Byron Road east of Grant Line Road.MHMP EIR Mitigation <br /> Measure M 4.12-5(e)states that for consistency with the MHMP,and to promote transit/high-occupancy vehicle <br /> usage and efficient land use,the County should amend its General Plan policy that requires LOS C on all county <br /> road segments in the Tracy planning area, as follows: "Permit LOS D on new community gateways that are used <br /> as major commute routes, subject to the approval of the County."It has become more evident in the past few <br /> decades that current experiences of best practices and context-sensitive design support the adoption of LOS D as <br /> an applicable standard.Adopting LOS C standards for street design can lead to unusually wide streets,high <br /> speeds,and insensitive pedestrian and bicycle design.For example, in this case,at LOS D a four-lane roadway <br /> would suffice whereas at LOS C standard requires a six-lane roadway. <br /> College Park at Mountain House Spedrf'ic Plan III Draft EIR EDAW <br /> San Joaquin County 4.11-51 Transportation <br />
