Policy 1. San Joaquin County shall meet and maintain all state and national standards for air quality. <br /> Policy 2. Motor vehicle emissions shall be minimized through land use and transportation strategies,as well <br /> as by promotion of alternative fuels. <br /> • Policy 3. Projects shall be designed to minimize concentrations of CO(hot spots). <br /> Policy 4. Air quality hazards from pesticides shall be minimized. <br /> • Policy 5. The elimination of chlorofluorocarbons shall be supported. <br /> • Implementation 1. Air Quality Monitoring. The County shall participate in programs to monitor harmful air <br /> contaminants and determine their impacts.(Air Pollution Control District [APCD]) <br /> Implementation 2. Evaluation of Air Quality. The County shall annually evaluate and report on air quality <br /> and periodically update air quality projections. (APCD) <br /> • Implementation 3. Air Quality Plans. The County shall prepare and enforce plans to attain air quality <br /> standards. (APCD) <br /> • Implementation 4. Project Review. The County shall develop and maintain a list of thresholds at which <br /> projects shall require air quality impact studies. The County shall require new development to include <br /> Transportation Control Measures emphasizing alternative modes of transportation. (APCD) <br /> • Implementation 5. Are Source Improvements. The County shall support measures to reduce area source <br /> pollution including: <br /> (a) implementing dust control practices for construction sites; <br /> (b) requiring efficient combustion controls on fireplaces; <br /> (c) requiring projects to mitigate potential high levels of air pollutants; and <br /> (d) protecting residential areas and sensitive receptors, such as agriculture, from air pollution sources. <br /> Implementation 6. Emission Banking. The County shall continue to operate an emission banking program. <br /> (APCD) <br /> • Implementation 7. Reduction in Pesticide Use. <br /> • The County shall support state studies on pesticides an air quality. (APCD) <br /> y The County shall provide information on options for reducing heavy pesticide use. (Agricultural <br /> Commissioner) <br /> • Implementation 8. Air Quality Fees. The County shall determine, and institute as necessary,fees to fund air <br /> quality planning and programs. (APCD) <br /> Implementation 9. Alternative Fuels. The County shall support programs leading to the use of alternative <br /> fuels. (APCD) <br /> Implementation 10. Chlorofluorocarbon Elimination. The County shall support state efforts to eliminate the <br /> use and manufacture of chlorofluorocarbons.
